We are a group of clinicians & researchers carrying out a national evaluation of liaison psychiatry service provision in NHS hospitals across England. As part of this project, we are submitting FOI requests to all NHS Mental Health Trusts to ask about local policy and practice. We kindly request the following information as per the FOI Act 2000.

I write in response to your correspondence of 10 December 2019 in which
you asked for the following information:

 

“Please could we request the names of all NHS Mental Health Trusts
responsible for liaison psychiatry services in general hospitals in
England?”

 

CQC has considered your request in accordance with the Freedom of
Information Act 2000 (FOIA).

 

Our first obligation under the legislation is to confirm whether we do or
do not hold the requested information.

 

In accordance with section 1(1) of FOIA we are able to confirm that CQC
does not hold recorded information in relation to this matter.

 

It may firstly be useful to explain that CQC does not record information
about providers in the way which has been requested. Providers are not
registered with CQC by individual specialist service as these details are
not necessary to inform the way in which we monitor, inspect, and regulate
providers. Instead, providers are registered by the [1]regulated
activity/activities which they intend to undertake.

 

In the case of liaison psychiatry services, this is likely to include the
regulated activity of ‘[2]treatment of disease, disorder, or injury’,
which would also apply to many other services provided in a general
hospital. Further services are then defined as part of the ongoing
inspection processes. However, as liaison psychiatry is not one of the
core NHS services which CQC inspects, we do not routinely collect
information related to these services. More information about the core
services which CQC does inspect can be found [3]here.

 

We do have a published ‘[4]Care Directory with filters’ which can be
manipulated to provide some information which may be of use in determining
which providers are most likely to include liaison psychiatry services.
However, CQC does not hold the information requested.

 

It may be useful to know that [5]NHS Improvement and [6]NHS England are
also subject to FOIA requests. These bodies are more likely to maintain a
record of which specialist services are provided by individual hospitals.

I am providing you with an extract of the CQC Care Directory with filters
from 1 December 2019. This file can be found published on our website,

This file lists locations first, then the provider associated with the
location. I have therefore filtered the locations sheet to display only
where the provider has the "Provider Primary Inspection Category" of "
Mental health - community & residential - NHS".

 

In the provider sheet we have listed all 52 NHS Trust providers (across
788 locations) that are registered with CQC with the above Primary
Inspection Category. We also include the Isle of Wight NHS Trust as the
53rd trust in our reports. Although its Primary Inspection Category is not
mental health, it is the only NHS trust that provides mental health
services on the Isle of Wight.

 

Since 2017 there have been three separate trust merges:

 

- South Staffordshire and Shropshire NHS Foundation Trust has been
replaced by Midlands Partnership NHS Foundation Trust

- 2Gether NHS Foundation Trust has been replaced by Gloucestershire Health
and Care NHS Foundation Trust

- Northumberland NHS Foundation Trust has been replaced by Cumbria,
Northumberland, Tyne and Wear NHS Foundation Trust
