FOI LED street lighting, 5G and The Internet of Things.

Dear West Dunbartonshire Council, 
This is a Freedom of Information (Scotland) Act 2002 – Request for Information relating to LED street lighting, 5G and The Internet of Things.

Please answer my following questions:
1. Does the new LED street lighting throughout West Dunbartonshire use a Street Lighting Central Management System (CMS)?
(1a) What is the CMS and specification of the software and hardware of the LED street light system? 
(b) What type of waveform is the LED? e.g. Square wave? 
(c) Can you control the Pulse Width Modulation (PWM) of the streetlight system using the CMS? 
(d) Can you control the PWM of each streetlight that’s connected to the system? 
(e) What restrictions do you have in place for the control of the PWM? 
(f) What is the UK, EU and International safety limit (low and high) for the amount of ‘flicker’ (Hz) the Human Body and eyes can be exposed to and for how long? 
(g) I request to see the training manual and safety operation manual for the CMS and the LED streetlight system. 
(h) Who is the company who is or has installed the CMS LED streetlight system? 
(i) What company maintains and repairs the CMS and LED streetlight system? 
(j) What entity and Officer is responsible for the safety standards for the CMS and LED streetlight system? 
(k) I request proof e.g. a certificate from [Council] that confirms that UK, EU and International safety standards for workers and the public have been meet. 
(l) What is the amount of Blue Light leakage that’s safe for the public and workers during the LED streetlights operation? 
(m) What level of LED streetlight exposure is safe for the public at daytime and night time? 
(n) Is there a legal requirement for diffusers to be fitted to LED streetlights? 
(o) How have you have addressed the amount of Oxidative Stress on Human and Animal cells that’s produced from LED?

2. Are West Dunbartonshire Council aware of the negative health implications of ‘blue light’ emissions from the new LED street lighting on humans and wildlife?
3. What independent Health and Safety studies on the negative health implications of LED street lighting did West Dunbartonshire Council commission/carry out prior to installation of the LED street lighting?
4. Did West Dunbartonshire Council carry out its own health and safety investigation on the health impacts of LED street lighting or its negative impact on wildlife?
(4a) I request a copy of all health and safety research studies and/or reports on LED street lighting carried out by West Dunbartonshire Council or commissioned to independent investigations.
5. Will the LED street lighting in West Dunbartonshire be utilising the upgraded 5G internet signal, now or in the future? 
6. How many street lights and or 'smart' street installations are:
(6a) Equipped to enable them to be used by 5G networks to improve the network coverage, or for any other purpose. Do/will these LED street lights have or will have 'smart' or 5G capability (i.e. details of pinout feasibility)?
(b) If not currently equipped, how many are planned to be equipped, and their location and projected installation/commissioning date.
(c) Whether any are currently commissioned or active for the above capabilities and where they are located.

7. Does West Dunbartonshire Council, now or in the future, intend to roll out 5G internet in the West Dunbartonshire area?
8. Are there any intentions now or in the future of erecting 5G masts anywhere within West Dunbartonshire?
9. Which telecommunications or other companies have requested permission to erect any 5G masts in the past, present or future?
10. If so, where?
11. Do West Dunbartonshire Council intend to implement 5G in any of its schools, public buildings, public spaces or council ran office buildings, now or in the future?
12. Are the council aware of the negative health impacts of 5G (particularly on children and teenagers) found in health journals such as ---?
13. Will West Dunbartonshire Council commission independent investigations into the health impacts of 5G is carried out prior to any roll out of 5G in West Dunbartonshire, now or in the future?
(13a) If this has already been done, I request a copy of any reports/ investigations.
14. Will West Dunbartonshire Council carry out its own investigations into the health impacts of 5G prior to any roll out of 5G in West Dunbartonshire, now or in the future?
(14a) If this has already been done, I request a copy of any reports/investigations.
15. Do West Dunbartonshire Council have a 5G strategy?
(15a) If yes, I request to see the complete strategy, its ambitions and its objectives in Word or PDF format.
(b) If yes, has the public had the opportunity to read and understand West Dunbartonshire Council’s 5G strategy?
(c) Where and when was this information published?

16. I also request a supplementary document that includes the highest level of detail on all 5G technology that’s planned to be used and/or currently in use in public spaces within West Dunbartonshire Council: 
(16a) Companies and entities involved and the names of the company/entity officers. 
(b) Specification sheets of all 5G technology. 
(c) What technology e.g. units and arrays are not currently 5G, but can be 5G enabled e.g. with current software, future software, hardware upgrades or retrofitting? 
(d) What UK, EU and International safety standards is West Dunbartonshire Council complying with for the 5G strategy and existing or future 5G technology. 
(e) I request proof e.g. a certificate from West Dunbartonshire Council that confirms that UK, EU and International safety standards for workers and the public have been meet.
(f) If no, I request all documentation, memos, emails and communication on companies and entities West Dunbartonshire Council are in talks with regarding the formulation of a 5G strategy.

17. I request the name/s of the Officer/s in charge of the 5G strategy and roll out including their CV and qualifications in 5G and Smart Cities; and who their subject area expert or consultancy is, their CV and qualifications on 5G and Smart Cities.
18. Do West Dunbartonshire Council currently have or propose future plans or strategy to ensure there are zones free from Wi-Fi and 5G, where people and animals who are sensitive to EMF radiation can live/visit without detrimental health effects?

19. Are there any areas within West Dunbartonshire, where Wi-Fi of any bandwidth, including 3G, 4G and 5G are not allowed?

(19a) If so, why is it not allowed?

20. Please confirm if any 5G enabled infrastructure, street furniture or other 5G equipment or paraphernalia has been erected in the WDC area. If so, please state the 
(a) Number of installations (b) type of installations 
(c) location of installations
21. Please state if any, or any further installations are planned.
22. Please state if planning permission has been sought for others to erect such equipment in the WDC area. If so, please state (22a) the name of the company/ entity submitting the application. 
(b) the planning decision reached in each case. 
(c) if any applications are still under consideration.
23. In respect of any of the above applications, please also provide (23a) number of installations 
(b) type of installations 
(c) location of installations
24. Do West Dunbartonshire Council have funding put aside currently or in the future for implementing 5G, Smart City installations or The Internet of Things systems?
(24a) If yes, how much?
(b) What for (equipment, software, hardware, etc.)?

25. Please list all systems/technologies/services West Dunbartonshire Council employs which could be classified under ‘The Internet of Things”.
