FOI Guidance
Dear South-Eastern Education and Library Board (Northern Ireland),
This is a Freedom of Information Act request about the information
management systems in your board. Please provide me with a
copy of your board's guidance to processing freedom of
information requests – ideally this would cover the end to end
process from receipt to closure, but please provide whatever you
hold. Please note that I am not looking for any ICO or MoJ guidance
which may be available publically, I am specifically interested in
produced internal guidance including policy, process
and procedures.

listed below:

Upon receipt of a Freedom of Information request the SEELB operates the
following procedure:
· The request is logged under the relevant Act by the SEELB
Information Officer on the internal electronic monitoring system creating
a unique identification number with specific deadlines for response to the
applicant. The monitor has the facility to differentiate between Freedom
of Information Act 2000, Data Protection Act 1998 and Environmental
Information Regulations Act 1998 requests.
· The request is acknowledged by the Information Officer within
the appropriate legislative timeframe and usually within one working day
of receipt.
· The request is then forwarded to the appropriate SEELB business
unit/s with legislative timeframes for response as identified by the
Information Officer.
· The Information Officer provides ongoing advice and assistance
to unit managers throughout the duration of the request and in particular
in relation to collating responses from different Board units, identifying
any redaction which may be required, facilitating third party consent for
release of information, considering the engagement of exemptions etc. and
to ensure that all the requested information which is held by the public
authority is provided to the applicant.
· The Information Officer requests business units to provide the
requested information no later than one week before the response is due
for release in order to provide an internal quality assurance service.
· Upon receipt of the final response from the business unit/s,
unit managers are requested to complete an Information Release
Authorisation form by the Information Officer and the Information Officer
then communicates the information provided to the applicant in their
preferred format ie. if the request is received by email, the response is
issued by email.
· Following release of the requested information, the request is
formally closed by the Information Officer with closure logged on the
internal electronic monitoring system, exemptions noted etc. and hard copy
records securely filed in both electronic and hard copy format.
Please note that the SEELB adheres to the ELB Retention and Disposal of
Records Schedule 2012 approved by the Public Records Office Northern
Ireland and the Northern Ireland Assembly. Requests relating to
information which has already been published are held by the Board for a
minimum period of one year and information which has not already been
published is held for a minimum period of two years in line with the
Education and Library Boards’ Retention and Disposal of Records Schedule
2012.
