FOI - Expenditure on equality, diversity, and inclusivity.
Dear Vale of Glamorgan Council,
I wish to make an FOI request, as set out under the Freedom of Information Act 2000.
Please can your organisation provide the following information:
a) The number of roles in your association (expressed in numbers of FTE), that are mainly or exclusively focussed on issues of equality, diversity, or inclusivity. For example, this could include (amongst other guises) “EDI officers” or “diversity and inclusion project managers” but would not include general HR managers.
b) Either a) the pay band of each of these roles, or b) the combined total salaries for these roles. Whichever measure is more in accordance with your data preferences.
c) In the past 12 months the number of staff days across your organisation which have been committed to attending equality training programmes, whether internally run or with external consultants. (staff days = duration of the training programme multiplied by the number of staff in attendance for the course). If unable to provide please mark as N/A in your return.
Please can this information be returned to me within 20 working days.
If your organisation does not hold information in relation to any of the letters please file as N/A and provide the rest of the information that you do hold.

Thank you for your request for information regarding expenditure on equality, diversity, and inclusivity, which we received on the 17th of November 2022.
The information that you have requested is detailed below.
a) The number of roles in your association (expressed in numbers of FTE), that are mainly or exclusively focussed on issues of equality, diversity, or inclusivity. For example, this could include (amongst other guises) "EDI officers" or "diversity and inclusion project managers" but would not include general HR managers.
1.6 Full time equivalents (Roles 1 and 2 below).
We have one other full time post designated as an equality role but in practice the post holder works almost exclusively on union business. He estimates that he would spend no more than 5% of his time on equality work (Role 3 below).
b) Either a) the pay band of each of these roles, or b) the combined total salaries for these roles. Whichever measure is more in accordance with your data preferences.
Role I x 0.6: £37,261 - £41,496
Role 2 x 1: £28,371 - £32, 020
(Role 3: £28,371 - 32,020)
c) In the past 12 months the number of staff days across your organisation which have been committed to attending equality training programmes, whether internally run or with external consultants. (staff days = duration of the training programme multiplied by the number of staff in attendance for the course). If unable to provide please mark as N/A in your return.
The Equalities Team has not run any training programmes in the last 12 months. Our training is limited to e-learning modules, however the Head of HR has recently run race awareness training for Heads of Service.
If you are dissatisfied with the handling of your request, you have the right to ask for an internal review. Internal review requests should be submitted within two months of the date of receipt of the response to your original letter and should be addressed to: The Monitoring Officer, Civic Offices, Holton Road, Barry, CF63 4RU.
If you are not content with the outcome of the internal review, you have the right to apply directly to the Information Commissioner for a decision.
