Dear Norfolk Police and Crime Panel,

I wish to make an FOI request, as set out under the Freedom of Information Act 2000.

Please can your organisation provide in Excel CSV format, the following information:

a) The number of roles in your association (expressed in numbers of FTE), that are mainly or exclusively focussed on issues of equality, diversity, or inclusivity. For example, this could include (amongst other guises) “EDI officers” or “diversity and inclusion project managers” but would not include general HR managers.

b) Either a) the pay band of each of these roles, or b) the combined total salaries for these roles. Whichever measure is more in accordance with your data preferences.

c) In the past 12 months the number of staff days across your organisation which have been committed to attending equality training programmes, whether internally run or with external consultants. (staff days = duration of the training programme multiplied by the number of staff in attendance for the course).

d) The contractual cost of any consultants hired, in the past twelve months, to provide any external training or advice on issues of diversity, equality, or inclusivity.

e) In the past twelve months, the number of staff days committed to attending conferences relating mainly or exclusively to matters of Equality, Diversity and Inclusion. (duration of conference multiplied by the number of staff in attendance).

f) The costs of attending these conferences.

g) Membership costs the organisation pays for participation in equality charters such as the Stonewall Equality Champions, or Diversity and Inclusion Workplace champions.

ENQ-585592-D8X3B9 – Directed to Norfolk County Council

 

You asked for:

Our response:

 

1.75 FTE permanent posts dedicated to EDI.

 

1 FTE permanent posts dedicated to Disability Access.

 

3 FTE fixed term posts due to expire within next 12 - 18 months.

 

 

b) Either a) the pay band of each of these roles, or b) the combined total
salaries for these roles. Whichever measure is more in accordance with
your data preferences.

 

Our response:

 

Combined total for each role listed above in response to question 1 is
197,950

 

 

 

c) In the past 12 months the number of staff days across your organisation
which have been committed to attending equality training programmes,
whether internally run or with external consultants. (staff days =
duration of the training programme multiplied by the number of staff in
attendance for the course).

 

Our response:

 

The Council have run 297,967.5 hours of staff training for EDI courses
from 12th September 2021 – 12th September 2022.

 

 

 

d) The contractual cost of any consultants hired, in the past twelve
months, to provide any external training or advice on issues of diversity,
equality, or inclusivity.

 

 

Our response:

 

All contracts procured by the Council are published online in the Councils
Contracts and Grants register. This information will be available here.
Therefore, your request has been considered and is refused.  In accordance
with the Freedom of Information Act 2000 (the Act), this letter acts as a
Refusal Notice.

 

Exemption

 

Section 21(1) provides that information is exempt from disclosure under
the Act if it is reasonably accessible to you by other means. This may
include circumstances where the information is accessible only on
payment. 

 

Information is also deemed to be reasonably accessible if it is
information which the County Council or any other person is obliged by or
under any statute to communicate to members of the public on request,
whether free of charge or on payment.

 

Reason:

 

This decision is based upon the following reasons:

Our response:

 

Your request has been considered and is refused under section 12 of the
Act.  In accordance with the Act, this letter acts as a Refusal Notice.

 

This is because the cost of locating and retrieving the information
exceeds the "appropriate limit" of £450 as stated in the Freedom of
Information & Data Protection (Appropriate Limit & Fees) Regulations 2004.

 

The requested information is not held in a reportable format. The Council
does not hold a list of each and every conference attended by Council
staff. To gather this information, the Council would need to contact each
member of staff in the organisation to determine if a conference had been
attended. A manual review of these returns would the be needed to
determine the number of days committed and the cost. This would be a
significant undertaking which would certainly exceed the appropriate limit
set out above.

 

You may wish to refine and resubmit your request so that it reduces the
cost of locating and retrieving the information to within the "appropriate
limit".  Please contact me if you would like some advice on refining your
request.

Norfolk Fire and Rescue Service secures it’s EDI provision through the
NCC’s shared Service. Therefore, the answers provided in response to

Our response:

 

The Norfolk Police and Crime Panel is an organisation is its own right
where Norfolk County Council is a constituent part.

 

Support officers and Panel Members are each subject to the requirements of
their own local authority with regards participation in equality,
diversity, inclusivity awareness and training. There is no requirement for
the Panel, or NCC as host authority, to either provide or ensure that
staff/panel members have received equality training.

 

Therefore, the answers provided in response to ENQ-585592-D8X3B9 apply to
the Norfolk County Council representatives on the panel.

 

 

 

If you are dissatisfied with our handling of your request you have the
right of appeal through the Council’s internal review procedure by setting
