Dear Warwickshire County Council,
I posted a request regarding the support being given by Warwickshire Council to the `charity`being run by Robert Gifford (called the Road Safety Trust) which seems both curious and exceptional to the duties of the Council and,in reality,non beneficial to the taxpayers of Warwickshire whilst giving the `charity`enhanced credibility in the public perception.
Whilst I received,on this matter, a response from Amy Hardiman of your Freedom of Information team I disputed the quality of the response and requested a review on the 18th October 2018 which is now well overdue and has not even been acknowledged.

Whilst I await the annoyingly overdue response to my review request I would appreciate knowing the current structure and workload of Warwickshire County Council FOI Department to understand the pressures which may cause responses to be delayed.

FOI Q1.Please confirm the names and roles of all the staff employed as part of the Warwickshire County Council Freedom of Information Department,confirm their hours of work and basic annual salary,confirm who is the most senior person in the Department and confirm who they report to within the Council hierarchy.
FOI Q2.Please confirm the number of FOI requests and review requests currently being dealt with,and confirm the total number of requests completed during the past 12 months.
FOI Q3.Please confirm if any of your FOI operators have a police heritage or association.
FOI Q4.Please advise if WCC publish a FOI log of requests completed,and advise where a link to the log may be found,and if no log is publically displayed please advise why this important demonstration of transparency is not happening.

Dear Warwickshire County Council,
Thank you for your response but I wish to appeal that you have not completed my FOI Q1 in a satisfactory manner,namely"FOI Q1.Please confirm the names and roles of all the staff employed as part of the Warwickshire County Council Freedom of Information Department,confirm their hours of work and basic annual salary....."
The main purpose of the request was for the ordinary taxpayer of Warwickshire to appreciate the approximate staff costs of running the department,and the basic workload, and although,quite rightly,you with hold the identities of the more junior staff you also have not identified any senior staff who surely should be accountable.
Also,regarding the main purpose,I do not consider you have fulfilled the request to advise of the basic annual salaries because,as an ordinary person,I cannot reasonably be expected to know what payscale GRADE L or Hay Ftbc really means and only the Trainee Post salary is clear(Grade D £15,238-£16,191) .
I wish to appeal that it would be reasonable to see the 13 Job Titles listed with the associated Pay Grade Codes and the associated current pay banding.
Also I consider it unreasonable to with hold the hours of work , the normal expectation is that employees work 37.5 hours and I cannot believe it should be an issue if a particular job requires less hours or should be considered personal data.

I would appreciate a review such that the approximate departmental salary costs, in terms of real money,can be be appreciated by the council tax payers of Warwickshire.

I note that you refuse to confirm the identity of the senior officers on the grounds of personal data, which I consider to be disappointing as I believe any senior personnel should be publically accountable.
