Dear Stratford on Avon District Council,
REQUEST FOR INFORMATION UNDER THE FREEDOM OF INFORMATION ACT 2000.
In accordance with the provisions specified within the above Act I hereby request the following information.
This request relates to business rates but please only refer us to data available for download on your website if it contains the requested data.
Required Information; -
A list of hereditaments where there is a credit of over £2,000 on the account.
A list of hereditaments where there has been a right on over £2000.
Please include;-
• Property Reference Number (also known as Billing Authority Reference Number) of the property on which the charge is made. This is not the Rate Demand or Account Number.
• Current Rateable Value
• Account holder name
• Property address
• The billing address (where different to the property address)
Please provide the information in an electronic, spreadsheet format ideally excel. The Act requires that a response be provided within a period of 20 working days from the date hereof.
This request for information falls within the parameters of the Act but if you require clarification on any of the points above or should you wish to discuss this further then please do not hesitate to contact me. The requested information passes all required public interest tests and other requirements and is not exempt from disclosure.

Dear Richard Roberts
Further to your request, please see the following response:
Following the FOIA decision notice FS50619844 Stratford District Council
will not disclose details of accounts with credits on them as it could
lead to potential fraudulent claims for refunds. I can confirm that
refunds are actioned in a timely manner and when a credit becomes apparent
on an account when changes are made they are processed through at the time
of the change.
This information is withheld under section 31 the prevention or detection
of crime on the basis that once specific information about businesses,
including any credits on accounts is released into the public domain, that
businesses could then be targeted by fraudsters either attempting to claim
the credit for themselves or contacting the business to advise to claim
the credit through other non-legitimate means.
The question asked was not answered for the following legal reason(s) -
• Section 31 - Disclosure of the information would be likely to
prejudice law enforcement activities including those relating to tax
collection and immigration controls
If you are dissatisfied with the handling of your request, you have the
