FOI: Accessible Housing Statistics
To whom it may concern,
I am writing to request information about accessible housing in your authority boundary under the Freedom of Information Act 2000.
As of the year ending 31 December 2021 and 31 December 2022, please provide the following information concerning all relevant properties managed by the council, housing associations or within the private rented sector.
To the best of your ability:
•Provide a separate breakdown for M4 Category 1, M4 Category 2, and M4 Category 3
•Ensure that your figures add up and that totals are provided where needed
•Provide this data in an Excel (.xls) file
•Provide a reference number for further correspondence
1a. How many accessible M4 Category 1, M4 Category 2 and M4 Category 3 homes were within your local authority boundary? Please separate each category, if possible.
1b. What was the tenure type of those homes?
•Social rented
•Private rented
•Temporary accommodation, or
•Owner occupied.
1c. Of those, how many were occupied vs unoccupied? Please separate M4 Category 1, M4 Category 2 and M4 Category 3, and per tenure type, if possible.
1d. Of those, were any properties unavailable for any reason(s)? If yes, how many and why? Please separate M4 Category 1, M4 Category 2 and M4 Category 3, and per tenure type, if possible.
2a. How many new accessible M4 Category 1, M4 Category 2, and M4 Category 3 properties have been marketed for sale for owner occupation? Please separate each category, if possible.
2b. How many new accessible M4 Category 1, M4 Category 2, and M4 Category 3 properties have been added to the applicable waiting list for social or council housing? Please separate each category, if possible.
2c. How many M4 Category 1, M4 Category 2, and M4 Category 3 properties have been completed (net new-build homes completions) within your local authority boundary? Please separate each category, if possible.
3a. How many people were waiting on registers or waiting lists for accessible M4 Category 1, M4 Category 2 and M4 Category 3 homes within your local authority boundary? Please separate each category, if possible.
3b. Please provide a demographic breakdown of those people to the best of your ability and without triggering a Section 40 exemption.
For the total number of people waiting at the end of each calendar year, can you provide an:
i. Age breakdown
ii. Gender identity
iii. Sexual identity
iv. Ethnic identity
v. Nationality
vi. Breakdown of impairment/disability

Your request is being considered and you will receive a response within
the statutory timescale of 20 working days, subject to the application of
any exemptions. Where consideration is being given to exemptions the 20

Croydon’s housing services do not hold this level of data for our social
housing stock this would also not be held for Housing Association and
private rented properties by the council.
When planning permission is granted, we will apply a condition to some
full planning applications requiring certain properties to be built to
meet M4(2) and M4(3) standards. It is not possible to run a report on
this, however all planning permissions are on the planning portal system
which can be viewed see if such a condition was attached. Details are
attached with the link and how to search.
The Council publishes Access to Information requests and responses on its
