I can confirm that for questions 2-5 the Council does have internal procedures by way of toolkits and templates for handling requests and some guidance notes or slides for training on FOI and EIR but as these are largely reflective of the Information Commissioner’s own guidance on FOI and EIR, and the Section 45 Code of Practice for answering FOI requests, the Council thinks it is reasonable to refuse your request under Section 21 of the FOIA as information relating to procedures and guidance for handling requests can be found on the Information Commissioner’s website at: www.ico.org.uk , in particular, the Code of Practice can be found at; https://ico.org.uk/media/for-organisatio...

So to clarify when it comes to questions 2-5. You don't hold anything? You haven't provided training to your staff as a generic referral to FOI material on the ICO website doesn't actually answer the question at all. Please be more specific.
