Dear Scottish Ministers,
Message for Louisa Harvey, Economic Partnerships Team | Business Engagement and Regional Economic

FOI/10/0300
I refer to your response to my request for internal review, please provide the original colour-coded attachment to the Special Advisers email of 10 December 2018 (redacted where necessary).
Please ensure page numbering is maintained to allow cross referencing between the email content and the attachment.
Should you fail to provide a prompt response I will deem it as a refusal and apply to the Information Commissioner for this information.
Yours faithfully,
Mr Paterson
Dear Mr Paterson
I have not attached the original response content document to which you
refer as you have the redacted version of this. The redacted version has
not maintained the original numbering due to the volume of information
redacted.
I have provided a little more information below so you can see which
documents referred to. I’ve attached a copy of the redacted pages in
colour so you can see the sections referred to below, with the exception
of page 31 as it is redacted in full.
Page 31 – Highlighted in green – The note at the bottom of this page
should be redacted. has it just been missed rather than deliberately left
in. Page 31 refers to document 8 in the released information. This page
was redacted in full. The green section referred to a foot note which had
not been redacted in the version sent to SpAds
Page 43 – Highlighted in green – The start of paragraph 16 should also be
redacted. Refers to document 13. I’ve attached a copy of the redacted page
so you can see where the section in green is in the document
Page 55 – Highlighted in light blue – Not all of the names in this email
should be redacted E.G, the SpAds names should not be redacted, nor should
Perm Sec or DFM or DG Economy etc. The normal rules about which names
should and should not be redacted should be applied which will result in
most of these names being released. Attached copy of page
Page 55 – Highlighted in light grey – The bits highlighted on this page do
not think should be redacted and should in fact be released. Attached copy
Page 69 – Highlighted in green – The phone numbers highlighted should be
redacted. Attached copy of page
I consider this as an addition to my review response issued yesterday. The
review letter sets out the Scottish Information Commissioner’s details
should you wish to appeal.
Kind regards
Louisa
