Dear Stockton on Tees Council,

Does the council have a policy on flying flags from council building such as the town hall? (Please provide a copy).

How is it decided as to which flags are flown and when/who makes the decision?

Is there any record of flags flown previously, or scheduled to be flown? (Please provide a copy).

Has the council flown "The horizontal striped rainbow flag, such as the “Pride” flag". Has this ever been considered, and is there any information relating to this decision available?

Has the council flown "The Armed Forces Day flag". Has this ever been considered, and is there any information relating to this decision available?

Yours faithfully,

Maria Ritter

Dear Maria Ritter

Freedom of Information Act 2000 – Ref: 0861/2122

Thank you for your correspondence received on 23 June 2021. In response to
your request I can now provide the following information.

Does the council have a policy on flying flags from council building such
as the town hall? (Please provide a copy).

Stockton-on-Tees Borough Council’s policy is to fly the Union Flag every
day including the following days:

9 January: Birthday of the Duchess of Cambridge
20 January: Birthday of the Countess of Wessex
6 February: Her Majesty’s Accession
19 February: Birthday of the Duke of York
21 April: Birthday of Her Majesty the Queen
2 June: Coronation Day
10 June: Birthday of the Duke of Edinburgh
12 June: Official celebration of Her Majesty’s Birthday
21 June: Birthday of the Duke of Cambridge
17 July: Birthday of the Duchess of Cornwall
15 August: Birthday of the Princess Royal
14 November: Remembrance Day (second Sunday in November)
14 November: Birthday of the Prince of Wales
20 November: Her Majesty’s Wedding Day

The Council will, however, fly other flags on the designated days as
described below:

8 March Commonwealth Day (Commonwealth Flag) (second Monday in March)
23 April St George’s Day (St George’s Flag)
21 – 27 June Armed Forces Week flag (fly for one week) (these dates change
each year)
June/July Mayor’s Sunday (Borough Flag) (this date changes each year)
3 September Merchant Navy Day (fly Red Ensign)
15 September Battle of Britain Day (fly Royal Air Force Flag)

If a councillor dies in service the Borough Flag will be flown on the day
of the funeral

Where a date falls on a weekend the flag is flown from the Friday to
Monday.

This policy follows the Department of Digital, Culture, Media and Sport’s
guidelines for flag flying, which can be found on the following website
[1]https://www.gov.uk/guidance/designated-d...

How is it decided as to which flags are flown and when/who makes the
decision?

The Council follows the Government guidelines for flag flying. The Civic
office regularly checks the guidance and confirms the dates that
designated flags are flown with facilities management.

Is there any record of flags flown previously, or scheduled to be flown?
(Please provide a copy).

The Union flag is flown every day with the exception of designated flags
flown as outlined above.

Has the council flown "The horizontal striped rainbow flag, such as the
“Pride” flag". Has this ever been considered, and is there any information
relating to this decision available?

The horizontal striped rainbow flag has not been flown or considered. Any
request to fly this flag would need to be considered by the Council,
taking the current policy in to account.

Has the council flown "The Armed Forces Day flag". Has this ever been
considered, and is there any information relating to this decision
available?

The Armed Forces Day Flag is flown for Armed Forces Week each year as part
of the celebrations, and has been since the first Armed Forces Week in
2009.
