I write in response to your Environmental Information Regulations (EIR)
request dated 26 Jun 2024.
 
Your request asked: For the area for which you are the Lead Local Flood

- Total number of people exposed to frequent flooding (1:75 years or
above)
- Total number living in EA-designated flood zone 3

 
We have considered your request under the Environmental Information
Regulations 2004.
 
Response
I can confirm we do hold information within scope of your request.
 
A summary of information about properties that could be affected by
surface water flooding or flooding from the river is contained within the
Luton Local Flood Risk Management Strategy (2015) that can be found on the
council website

The strategy contains the number of properties rather than people. The
2021 census estimated the average household size in Luton being 2.85
people per household. Using this number and numbers of households provided
in the strategy (pages 10 an 12) the answers to your questions are as
follows:
Total number of people living at risk of flooding (any level of risk)
It is estimated that there are up to 9360 properties (9360 *2.85 = 26 676
people) at risk of flooding within Luton from the 1% (1 in 100) chance of
surface water flood. 
Total number of people exposed to frequent flooding (1:75 years or above)
We don’t hold this information.
Total number living in EA-designated flood zone 3
In 2014, there were 286 properties in Luton within Flood Zone 3, making it
815 people (286*2.85).
