Floating bus stops at Harrison Drive cycle lane
Dear Wirral Metropolitan Borough Council,
Earlier today, a crew was on site (for the third time), to make changes to the two 'floating' bus stops on Harrison Drive.
It seems the design did not include the 'rumble strips' flag stones which indicate to the blind and partially sighted.
I would be grateful if you could advise:
1. The cost of this latest 'fix'
2. Whether other cycle lanes elsewhere in the Borough have been checked to see if the design was also flawed and needs to be remedied.
3. How this flaw was identfied, i.e. whether this design flaw followed complaints by residents or campaigners such as the RNIB
Yours faithfully,
Cllr. Ian Lewis
Dear Councillor Lewis
Thank for your recent FOI request.
Where reference is made to floating bus stops it is assumed you are
referring to the bus boarder facility. Please note that these terms refer
to different technical designs and the term is not interchangeable. Where
reference is made to ‘rumble strips’ it is assumed you are referring to
corduroy paving.
The contractors’ previous visits to the site have been to complete works
included within the original scope of works. This is the first occasion
the contractor has visited site to carry out additional work requested by
Wirral Council.
Once works were substantially complete an independent Road Safety Audit
(Stage 3) was undertaken. It recommended that corduroy paving be installed
to warn alighting bus passengers that they were stepping onto a shared use
(pedestrians and cyclists) facility. At present, design guidance of such
facilities does not reference the use of such paving, nor was it
recommended in previous road safety audits. The auditor explained that
design guidance is evolving, and that Active Travel England are planning
to issue further guidance shortly.
To answer your three points directly:
1. The contractor has not yet invoiced Wirral Council for these works.
2. A similar bus boarder design was provided at the Fender Lane Active
Travel scheme. The Independent Road Safety Audits undertaken for that
scheme did not recommend the use of additional paving at that time.
However, the auditor has advised that it will be recommended as part of
the upcoming review of that scheme.
3. The additional corduroy paving has been provided following a
recommendation within the Road Safety Audit (Stage 3).
We trust this answers your enquiry.
Yours sincerely
