Dear Knowsley Metropolitan Borough Council,
In July 2015, #Knowsley Councillors approved a loan of up to £6 million to a private company called Flintrock Limited.
"Councillors were advised to approve a loan in order to support the redevelopment of the former Dephi Electronics site on Moorgate Road at Knowsley Business Park into a new 216,000 feet production and distribution facility. Proposals outlined would stimulate growth within target economic sectors and the loan would enable significant new job growth whilst generating new Business Rates income for the Council"
Please supply the following information:
1) Has this loan been paid back?
2) Was the distribution facility built, and is it still in use?
3) How many jobs were created?

In line with guidance published by the Information Commissioner’s Office, the council may make a charge for the provision of information – for example in order to cover the costs of postage (in line with the relevant postal charges) or charges for printing and copying (which will reflect photocopying charges levied by the council’s public libraries) or if this falls within the regulations of an EIR (Environmental Information).

I refer to your e-mail to the Council dated 28 December 2016. This is a request under the Freedom of Information Act 2000. In your e-mail you state that:-

Firstly, apologies for the delay in responding to your request. In response to the 3 questions in your e-mail the Council provides the answers set out below in relation to the former Delphi site:-

Answer 1
A loan to Flintrock Limited has not yet been made by the Council therefore there is no current requirement for a loan to be paid back by Flintrock Limited to the Council.
Question 2)
Was the distribution facility built, and is it still in use?
Answer 2
The facility has not been built and there is no facility to use.
Question 3
How many jobs were created?
Answer 3
None as the facility has not been built - See Answer 2

I refer to your e-mail dated 10 February 2017 in relation to the development site at Moorgate Road, Knowsley Business Park.
In your e-mail you ask ‘If a loan was approved, but no loan actually made, what was/is the reason for this?’
The reason for this is that Flintrock Limited is understood to be still considering how it will fully fund the development of the site as the proposed Council loan would only partly fund the costs of the development. The potential award of any future loan from the Council would be conditional on the Flintrock Limited demonstrating to the Council that it had full funding for the development.
