Response to this request is long overdue. By law, under all circumstances, South Wales Fire & Rescue Service should have responded by now (details). The person who made the request can complain by requesting an internal review.

vehicles to include all operational appliances, reserve appliances
and ancillary vehicles.

the date disposed and where they were disposed to for the last 6
years.
A refusal stating that it is exceeds National Security will not be accepted.

Dear Mr Smith - I refer to the email below, passed to me via our Business Support Administration team.

I also received, and acknowledged, your previous request for a review (please see attached), advising that your request was still in progress.

As I explained in my previous emails, we have been experiencing some delays with dealing with requests, due to ongoing resource issues. In the case of your request, there have also been some issues in collating the data. Initially the information provided did not fully answer your request, and some errors were noted and so was returned to them.

We have now received further data from them. I have allocated a team member to work on this for you, and you should receive our response by early next week.

I apologise for this continued delay - and also that you have not been kept updated on the ongoing status of your request. I will address this with my team to prevent it happening in future.

I am writing to you for an internal review. As this request was well over date with the apologies from yourselves for lateness, the request that I placed through the FOI has still not been fulfilled. The request was for a Fleetlist with the Vehicle Registrations and locations of these vehicles. The one provided in the Excel sheet is of no help to anyone at all. However – in compiling the case file I have looked at your original
request and can see no reference to registration numbers? I have also
checked your What do they Know record for this request - again - this does

I have been asked to conduct an internal review of request reference
428_1617, in relation to the current fleet of SWFRS.

 

Your request was submitted on 20^th February 2017, meaning it should have

In order to conduct this review, I looked at the chronological series of
events leading up to the request review. In order that you can see what
work was undertaken at each stage, this is summarised here:

On 8^th May 2017 you submitted a request for Internal Review, advising
that your request had not been fulfilled. You advised that you had not
received location data or registration numbers.

My finding under this review are as follows -

Ms McNally is a member of the legal team, however, due to a member of the
Information Management team was asked to assist. At that time Ms McNally
had received only basic training on FOI requests. The Information
Management team had no admin support for a long period of time due to the
long term absence of that post holder. This lead to a back log of work,
including FOI requests.

As soon as that individual returned to the office, work began to resolve
the backlog.

Initially request was handled in line with organisational procedures for
FOI requests

Our Insurance department did not provide the information on time to
Information Management team, and furthermore due to a lack of resources,
the information was not reviewed for disclosure and due to an
administration error was not noticed until your initial request for review
on 28^th March.

I note that Mrs Evans did complete a review as requires at that time,
explaining the resource issues/backlog at that time.

We fully accept that -

-          This request was not addressed within the required timescales.
This was due to a combination of a specific resource issue within the
team, and departments not providing the required information within
appropriate timescales.

-          The location data is already within the public domain and as
such is exempt from disclosure by virtue of Section 21 (1) of the FOI Act
– Information Accessible by other means. However, this should have been
explained within your request.

 

With regards to your assertion that you also requested registration
numbers, I have reviewed both the original email sent to us, and checked
this against the request recorded in the “What Do They Know” website and
this was not part of your original request and as such as not been
included in my review. However, I understand that this work is now ongoing
and that this will be provided to you in due course.

You also stated that the information provided as “of no use at all”.
However at no point have you advised what you require the data for, so we
have no way of knowing what is of best use to you. We can provide only
what is asked for unless given additional information I am therefore
unable to elaborate any further to that part of your review request.

In relation to the resourcing matter identified, I can confirm that
additional resources have bene provided with training to provide
resilience to the Information Management Team.

In relation to the missing location data, the Information Management team
have been reminded that all request must be carefully reviewed to ensure
that all aspects are answered, and that, should any exemptions apply this
must be fully explained. In addition, all requests are now reviewed by
both the Information Governance and Compliance Officer, as well as the
relevant director to ensure that they are completed correctly.

I have undertaken my best endeavours to respond and provide a
comprehensive reply to your review request, however, should you be
dissatisfied by the response you are, as you may be aware, you are still
dissatisfied you do have the right to contact the Information Commissioner
who will consider the matter.
