Dear Mr Bonser
 
Our records show that a response was sent to you on 8 January 2019 to the
email address [1][FOI #540119 email] but was
returned as undeliverable from whatdotheyknow with a message that the
email address no longer existed at whatdotheyknow.  This was then
archived, so is no longer accessible to us. 
 
Our systems have recorded that the exemption under Section 31(1)(a)
Prevention or detection of crime had been engaged in our original
response.
 
In the light of the above, please advise if you would like us to send a
new response and I would also suggest that you provide us with an

Dear Alex

First, my apologies for the delay in responding to your request, which has been due to changes in staffing within the FOI team and limited capacity at the Trust over recent months.

Turning to your request, we hold some information readily available of the kind you have asked for. Please find attached a recent fleet list (August 2019) which sets out (and which you can filter by) the role of the vehicle (and where appropriate, its division), year of acquisition, and its make/model. We do not normally disclose databases of registration numbers (licence plates) of our vehicles (your question (1)). This is because to do so would be likely to prejudice the prevention or detection of crime, which means the information is exempt under s. 31(1)(a) FOIA. As you may be aware, there are large numbers of automatic number plate recognition cameras (ANPR) in London and disclosing to ‘the world at large’ under the Freedom of Information Act, data of all our licence plates tied to vehicle models and roles would, in our view, provide a ready database of licence plates tied to specific vehicle models that could be exploited by those attempting vehicle crime or fraud. If you require information on a specific vehicle, we understand that data can be sought from the DVLA. As section 31 is a ‘qualified’ exemption, we have considered, as part of our response, whether the public interest in disclosure outweighs the public interest in maintaining the exemption. We have taken account of the possible public interests in disclosure, including the possible educational or encyclopaedic value of the data, and the inherent public interest in transparency captured in the Freedom of Information Act. We have also considered the public interests in avoiding opportunity for crime or misuse of this data, and in light of all the factors, have concluded that the public interest favours non-disclosure at this time.

I am investigating further whether we hold lists of vehicles assigned to each station (as you will appreciate, some vehicles may be off road for servicing, etc. at any given time), and as to your marked/unmarked question, and if so whether this information is suitable for disclosure 'to the world' as considerations similar to those set out above may apply.
