Could you please provide details of the Service's current fleet list,
their call signs and station?

It is the considered view of Lincolnshire Fire and Rescue that the
information you are seeking does engage the exemption found at Section 24
of the Freedom of Information Act 2000, which concerns safeguarding
national security.

Lincolnshire Fire & Rescue have concluded that the information you are
seeking could be used to facilitate a criminal or terrorist attack either
at a Fire and Rescue Station or out in the wider community. This
information could be used to intercept communications or clone appliances.

Lincolnshire Fire & Rescue recognises that terrorists and individuals with
hostile intent can be highly motivated to go to great lengths to gather
intelligence and in this case there is grounds for withholding what may
seem to you like harmless information on the basis that it may assist
terrorists when pieced together with other information they may obtain.

As Section 24 is a qualified exemption, Lincolnshire County Council has
considered the public interest test.

There is clearly a legitimate public interest in openness and
accountability by public organisations, however it is considered that the
disclosure of this information would add very little in terms
accountability for public spending and decision making, both of which
would ordinarily add significant weight to the public interest in
disclosure. It is recognised that there is also a legitimate public
interest in the public being satisfied that Lincolnshire Fire & Rescue are
capable of responding appropriately and effectively to incidents where
they are required, however it is considered that this interest is met by
the disclosure of the information in redacted form and the disclosure of
call signs is not necessary to satisfy that interest.

There is clearly an inherent public interest in safeguarding national
security. There is also a strong public interest in ensuring that
emergency services are not exposed to any kind of vulnerability that could
prevent them from being able to effectively fulfil their function.

On balance, Lincolnshire Fire & Rescue considers that the public interest
in maintaining the exemption does outweigh the public interest in
disclosure and as such will not be providing details of call-signs in
response to your request.

Lincolnshire County Council believes that the response outlined above
satisfies your request for information under the Freedom of Information
Act and that all information that can be made available to you has been
provided.

You are entitled to an internal review of the administration of your
request. You can request an internal review by contacting [3][email
address]. Should you remain dissatisfied following the outcome of the
review you can submit a formal complaint to the Information Commissioner's
Office. Further information can be obtained from their website
