In accordance with the Act, this email also acts as a Refusal Notice and
details of the exemption applied is as follows:

Exemption under section : S.31 Law Enforcement

Information the exemption applied to: Registration Mark of each motor
vehicle and chassis numbers

Reason for applying the exemption: This is refused under Section 31 – Law
Enforcement which applies to the motor vehicle registration numbers and
chassis numbers, as disclosure of the information would, or would be
likely to prejudice the prevention or detection of crime. The release of
registration numbers, together with the release of the fleet/chassis
information would enable the illegal activity of cloning to take place.

Public Interest Test: The exemption is a qualified exemption and as such
is subject to the application of the public interest test. We have
considered matters in favour of disclosure such as openness, transparency
and accountability, but weighed against this is the harm that would be
caused to the Council’s security in releasing this information. In all the
circumstances of the case, the public interest in maintaining the
exemption outweighs the public interest in disclosing the information

I apologise that your request cannot be met in full and trust the above is
of use to you.

You have the right of appeal against our decision. If you wish to appeal
please set out in writing your grounds of appeal and send to the above
address.  Please ensure that you quote our reference on any correspondence
to us.

I trust the information is of use to you and will close your request.
