Flash flooding insurance claims

Under Freedom of Information, I would be grateful if you could provide the following information:
How many insurance liability claims have you received in the last three calendar years (2020, 2021, 2022) related to surface water flooding (i.e. flash flooding)?
For each year, please provide the number of claims received and the number paid out, including the total cost to the council and insurer.

Information Regulations 2004, within 20 working days, from the day after
your request was received. We will therefore aim to respond to your
request by 18/07/2023.

Re: Environmental Information Regulations Request - MONAGGFIP
I refer to your correspondence to the council and your request for the
following:
Under Freedom of Information, I would be grateful if you could provide the
following information: How many insurance liability claims have you
received in the last three calendar years (2020, 2021, 2022) related to
surface water flooding (i.e. flash flooding)? For each year, please
provide the number of claims received and the number paid out, including
the total cost to the council and insurer. Having looked in to this
matter, I can advise that the Council does not hold centralised
information concerning claims made with regard to surface water flooding.
I can advise that across the period in question, the Council received 200
water damage claims, however, the only way ascertain whether or not these
had any relation to surface water flooding would be to read each claim
manually. This would be an immensely length task which, if considered
under the terms of the Freedom of Information Act, would take over the
appropriate limit of 18 hours of officer time to complete. I am, as such
of the view that it is necessary to except this information from release
under Reg 12(4)(b) of the Environmental Information Regulations on the
basis that it constitutes a 'manifestly unreasonable' request.
When consider excepting any information under the Regulations, I am
conscious that the public interest test must be considered and that,
furthermore, there is a presumption in faovur of disclosure in this
regard. In considering this matter, however, whilst I can appreciate that
there may be a small public interest (from a transparency perspective) in
knowing the number of claims received in respect of flash flooding, the
much greater public interest lies in officers of the authority being able
to undertake their core functions without disruption. As such, I am of the
view that, in all the circumstances of the case, the public interest in
maintaining this exception outweights the public interest in the
disclosure of this information.
I trust that this response is satisfactory. Under Regulation 11, however,
you are entitled to make representations to us if it appears that we have
failed to comply with a requirement of the Regulations in relation to your
request. Representations must be made to us no later than 40 working days
after the date you believe we failed to comply with such a requirement.
We will then consider your representations and supporting evidence and
decide if we have complied, notifying you of our decision as soon as
possible, and no later than 40 working days after the date of receipt of
your representations.
Under Regulation 18, you are then entitled to apply to the Information
Commissioner for a decision as to whether, in any specified respect, your
request has not been dealt with in accordance with parts 2 and 3 of the
Regulations.
