The Council consider that Section 12 (1)(1) applies to your request.

 

To provide a breakdown of the information to answer Q1 a-c would require a
Fees Notice to answer this part of the request:

From our preliminary assessment, we estimate that compliance with your
request would exceed the appropriate costs limit under section 12 of the
Freedom of information Act 2000. This is currently £450 or approximately
2.5 days of one person’s time.

In order to provide you with the actual numbers for questions 1 a-c, which
would be a breakdown of persistent lateness, unauthorised leave and
delayed return, would require accessing information relating to
approximately 3650 records to identify, locate and extract the information
requested.

 

We estimate your current request would cost:

 

1.       Identify, locate and extract information from 3650 records that
will require checking @ 3 minutes per record

2.       3 minutes per record to check each entry  = 10,950 minutes  = 182
hours

3.       182 hours x £25 (rate per hour local authorities can charge under
the Act) = £4,550

If you wish to proceed on this basis please confirm via

Fees Notice for you, together with advice on how you can make payment. We
have explored how Cheshire West and Chester Council may best assist you to
request relevant information which we hold by focussing on one area of
your request (such as one financial year) But have concluded that
narrowing down the request would still result in a similar amount of
records to be assessed which would also exceed the cost limit.
Unfortunately the Council cannot comply with a refined request within the
fees limit.
