Using your most recent annual figures, please provide me with information under the following headings about people who have been issued with a fixed penalty notice for dropping litter (a lfpn):

1/ the number of people committing an offence of dropping litter who were issued with a lfpn;

2/ the number of people who discharged their liability by paying a discounted sum within the specified number of days, if such a scheme is offered;

3/ numbers who took advantage of alternative payment options, if offered, such as payment by instalments or deferred payment;

4/ the number of people who failed to pay a lfpn;

5/ number of people who did not leave their correct address and failed to pay a lfpn;

6/ the number of people who challenged the issue of a lfpn and availed themselves of the council's informal and 'non-statutory' appeals process;

7/ the number of lfpn’s that have been cancelled by the council;

8/ the number of people who failed to pay a lfpn whose files were passed onto the council’s legal team;

9/ the number who failed to pay a lfpn, whose files were passed onto the council’s legal team, who were subsequently prosecuted;

10/ the number of young people who have been taken to the youth court for failure to pay a lfpn;

11/ the method an AP can use to authenticate their power to issue a lfpn, such as presenting a 'letter of authorisation' or a warrant card;

12/ the total number of accredited persons able to issue lfpn’s and their titles, e.g. Enforcement Officers, Park Wardens, Refuse Operatives, Community Environment Support Officers.
