Please can you also provide the total number of fixed penalty notices issued by Birmingham for all other offences (excluding parking PCNs)
if possible can you break these down by:
Number paid within lower amount period
Number paid at full amount
Number of prosecutions

I am writing in respect of your recent enquiry, detailed below, for
information held by the Authority under the provisions of the Freedom of
Information Act 2000. Please find below our responses to your
questions.
REQUEST
Please can you tell me the number of fixed penalty notices for litter that
were issued by your authority for the years 2011 - 2016. Can you please
break these figures down by year.
Please can you also provide the total number of fixed penalty notices
issued by Birmingham for all other offences (excluding parking PCNs)

RESPONSE
Please find attached the return for the FPNs served and recorded by
Regulatory Services.
1. We are unable to provide details of whether FPNs served before
Nov 2013 were paid at the full or lower amounts without making a manual
search of the database and this will take more than 18 hours. (NB The 4
Other FPN’s served in 2012 and marked as paid related to trading standards
matters and the Operations Manager who collated the information was able
to recall payment.)
2. The payment of a lower amount was removed in April 2014 for all
FPNs other than those served under the Health Act 2006.
Details of the outcomes of all criminal prosecution cases submitted to the
Courts are publically available and are available within the minutes of
the monthly meeting of the City Council’s Licensing and Public protection
Committee. These will include those that relate to the original issue of a
fixed penalty notice. These are normally defined by the statement
“offence of dropping” in the Offence Details column. The prosecution will
have been taken under the Environmental Protection Act 1990. Reports from
2015 are available by accessing the following link:
