'Fitting Up' Members of The Public
Dear Cheshire Constabulary / John Gannon
I refer you to the 2007 Independent Police Complaints Commissioner findings proving numbers of senior Cheshire Constabulary officers were unlawfully excused from Criminal Investigations then permitted to resign their public office of trust despite having committed serious criminal offences.
Those IPCC documents name John Dwyer the present Cheshire crime and Police Commissioner as one officer who had committed serious criminal offences. Please confirm which different criminal offences the Commissioner had carried out. Please confirm what measures the Home Office, Independent Police Complaints Commission, and Cheshire Constabulary put into play to reassure themselves Mr Dwyer, and indeed any of those other senior officers, had not 'Fitted Up' innocent members of the public to be convicted for crimes they had not committed.

I am writing to request an internal review of Cheshire Constabulary's handling of my FOI request ''Fitting Up' Members of The Public'.
There can be absolutely no doubt what so ever mine is a serious and legitimate request and one which both serves and protects the public interest, and that being the case, plus the fact you elect not to comply with my rights as set out in the Data Protection Act - please provide me reasons why you elect to refuse me the information you know me lawfully entitled.
