Firefighting Foam Toxic Warnings Prior to 2006 Local Plan

Richard Card made this Freedom of Information request to Thanet District Council

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

Waiting for an internal review by Thanet District Council of their handling of this request.

Dear Thanet District Council,

https://www.theguardian.com/australia-ne...

In 2000 your statutory duties under Environmental Protection Act were clarified by direction.

This was before the warnings about fire foam were sent to Governments. Which was four years before TDC approved aviation use only for Manston in its local plan

Please disclose a copy of the warning information from Govt and a copy of TDC statutory compliance plan to test and remediate Manston and include it on contaminated land register Please also disclose a copy of information circulated to members and the circulation list.

Yours faithfully,

Richard Card

Dear Thanet District Council,
Please ensure that your response reflects the fact Stockholm Convention placed PFOA (Fire fighting foam chemical) an "Annex A" and this means international obligation to prevent its release and contain it spread. This has implications for Bretts at Ramsgate Port and for NHS Planning and for Manston Development. If your review of contaminated land strategy and report to local plan inspector re water safety please act to ensure these facts are accounted and include that in your response to this FOI Many thanks

Yours faithfully,

Richard Card

Dear Thanet District Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Thanet District Council's handling of my FOI request 'Firefighting Foam Toxic Warnings Prior to 2006 Local Plan'.

The pre 2006 question is not on the National Planning website. It was me who notified National Planning of the PFOA upgrade on Stockholm Convention United Nations May 2019. So clearly it had not been mentioned before even though it was like PCBs listed on the Convention and an upgrade of threat level to maximum was entirely predictable.

https://www.theguardian.com/australia-ne...

The history is pretty much in this news report. The point of the FOI being to seek your records for having been told prior to 2006 local plan. That is a decade before Riveroak and National Planning etc etc

Please conduct a proper internal review now and answer the question. Thankyou.

History of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/f...

Dear Thanet District Council,

Please be informed that I called in DEFRA Drinking Water Inspectorate who have now forbidden use of Manston aquifer as a water supply source until and unless Southern Water can demonstrate tests which meet the wholesome water requirements of law.

This ban would also meet the compliance requirement for Stockholm Convention United Nations PFOA as far as release from site via water supply is concerned. It remains for TDC to prevent further release to sea via Pegwell outfall. to air and to groundwater to Thanet farmland

I note that you are now overdue with another FOI About the failure of TDC to report environmental hazards to health, in accordance with law, to Clinical Commissioning Group.

Yours faithfully,

Richard Card
