Fire safety information for Highgate Ward estates

Dear Camden Borough Council,

I would like to request under Freedom of Information the following information from the Council.

A) Copies of all fire inspection reports on buildings within the following council estates in Highgate Ward from 2010 to the present, including those by the London Fire Brigade and by any fire safety contractors employed by the council. If available at the time of fulfilling this request, this should include any reports as a result of new ‘enhanced fire risk assessments’ being carried out since 24 June 2017.

B) Summary details, including the date, brief details of works, and the contractor(s) used, for all fire safety works scheduled and/or carried out on each of the following estates from 2010 to the present as a result of these inspections.

Estates/blocks (local colloquial names used in some cases):

1) Carroll/Sanderson Close Estate, off Highgate Road
2) Denyer House, off Highgate Road
3) Haddo House estate, off Highgate Road
4) Lissenden Gardens estate, including Chester Court
5) The four council managed blocks on Twisden Road, Woodsome Road and York Rise (either separately or collectively)
6) St Albans Villas, St Albans Road
7) Brookfield estate
8) Dartmouth Park Avenue estate (including blocks on Dartmouth Park Hill)
9) The Towers, Dartmouth Park Avenue
10) Chester Balmore - to include old and new buildings (rebuilt between 2011 and 2014)
11) Whittington Estate and Highgate Newtown (including the ‘red flats’ and houses on Raydon Street, Doynton Street and Colva Walk)
12) Holly Lodge Estate

I would also like to request the same information, if held by the council, for the housing association-managed estate at York Rise, and the co-operatively managed Heathview block on Gordon House Road.

Your request for information, received on 17/07/2017, has now been
considered.

We are sorry for the delay in responding to your request for information.
This was due to three factors:  firstly the very high number of requests
received about Tower Blocks, Fire Risk assessments and Chalcotts etc,
secondly a number of officers in this team were  involved in the Chalcotts
operation which took officers away from their usual duties and thirdly a
large number of officers who held involement required to answer requests
were also heavily involved in the Chalcotts operation.

I am writing to request an internal review of Camden Borough Council's handling of my FOI request 'Fire safety information for Highgate Ward estates'.

The exemption you have cited for my request is "S21, information available by other means" but the response does not provide any link to where the FRAs for these buildings can found already.

Your response also refers me to the council's 'composite response' to a range of FOI requests it has received: http://camden.gov.uk/ccm/cms-service/str...

However, this clearly says only fire risk assessments for blocks above 10 storeys will be provided, and the highest block on my list for Highgate is 9 storeys.

Therefore, please consider this request again. I trust that FRAs for these blocks in Highgate are held on file and there should be no reason to refuse this request to supply copies to me via this request.
