Fire safety in student residences

Emma Yeomans made this Freedom of Information request to Goldsmiths, University of London

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was successful.

Dear Goldsmiths, University of London,

London Student is looking into fire safety in Goldsmiths residences, in the light of recent events. We would like to put together a comparative picture of how Goldsmiths keeps its students safe, and are thus searching for certain documents and records under the Freedom of Information Act.

We would like to know:

(A) For each residence owned by or under the management of Goldsmiths, I would like to see the fire safety certificate, or documentation that fulfils the same purpose.

(B) Where residences owned or managed by Goldsmiths are covered by cladding, I would like the specification and procurement orders (or similar documentation) for that cladding. I would like the same documents for insulation used in external walls and boundary walls.

(C) For each residence owned or managed by Goldsmiths, I would like to see the contracts made between Goldsmiths and the developers and/or building firms responsible for design and construction.

(D) Where Goldsmiths has undertaken renovation, improvement, extension or other building works on an existing residence, I would like to see the plan for that work and the contracts involved, as in (C).

(E) For each residence owned or managed by Goldsmiths, I would like the incident plan in the event of fires.

(F) Where Goldsmiths has agreements with partner companies, such as Unite, what documentation was provided to your organisation in order to assure that the university is protected from the risk of fire safety non-compliance?

Yours faithfully,

Emma Yeomans

Dear Emma Yeomans,

I am writing in response to your Freedom of Information request in which
you asked the following question regarding fire safety in Goldsmiths
residences.

(A) For each residence owned by or under the management of Goldsmiths, I
would like to see the fire safety certificate, or documentation that
fulfils the same purpose.

Please find attached an extract from the property risk assessment
undertaken by our insurers that confirms that our properties both meet and
exceed our legal obligations regarding fire safety.

(B) Where residences owned or managed by Goldsmiths are covered by
cladding, I would like the specification and procurement orders (or
similar documentation) for that cladding. I would like the same documents
for insulation used in external walls and boundary walls.

Goldsmiths owns the following residences, details of the external walls
are as follows:

In 2015, Goldsmiths granted Campus Living Villages (CLV) a long term lease
on a number of residencies to which the University owns the freehold. As
part of the agreement CLV took on responsibility for the maintenance of
the buildings.

(C) For each residence owned or managed by Goldsmiths, I would like to see
the contracts made between Goldsmiths and the developers and/or building
firms responsible for design and construction.

Goldsmiths  has not commissioned the construction of any of its
residencies.

(D) Where Goldsmiths has undertaken renovation, improvement, extension or
other building works on an existing residence, I would like to see the
plan for that work and the contracts involved, as in (C).

Aside from ongoing routine maintenance and periodic renewal of internal
fixtures, currently the only works at Goldsmiths concern a new energy
centre in a standalone building on the edge of campus.

CLV are currently undertaking renovation work on the Surrey and Raymont
buildings listed above. Goldsmiths is not directly involved in this work
but have been provided with some plans by CLV, please find these attached.

The last major renovation of our residencies was in 2011. Following a
survey of all of our halls, fire stopping works was undertaken to improve
fire compartment.

(E) For each residence owned or managed by Goldsmiths, I would like the
incident plan in the event of fires.

Please find attached a copy of the Fire Evacuation Plans for our Halls

(F) Where Goldsmiths has agreements with partner companies, such as Unite,
what documentation was provided to your organisation in order to assure
that the university is protected from the risk of fire safety
non-compliance?

All of Goldsmiths partner companies have signed up to The National Code of
Standards for Larger Developments for student accommodation NOT managed
and controlled by educational establishments.

Section six contains health and safety standards.
