Freedom of Information Team, Oxford City Council

Dear Allen Collins

The date that the response is due for your request, EIR2024/00990, has
been changed to 29th October

Thank you for your email.

I am writing to you regarding the above request. I can confirm the Council
holds the information you have requested; however, it may be subject to a
qualified exemption under the Freedom of Information Act. Although the
Freedom of Information Act carries a presumption in favour of disclosure,
it provides exemptions which may be used to withhold information in
specified circumstances. Some of these exemptions, referred to as
'qualified exemptions', are subject to a public interest test. This test
is used to balance the public interest in disclosure against the public
interest in favour of withholding the information. As permitted by section
10(3) of FOIA, Oxford City Council requires further time to consider the
public interest test in relation to the data requested and to carry out
consultations with third parties.

In accordance with paragraph 4.6 of the Code of Practice, Oxford City
Council considers a 20 working day extension would be appropriate at this
stage and will therefore aim to respond to you latest by 29th October

Kind Regards

Freedom of Information Team

Dear Oxford City Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Oxford City Council's handling of my FOI request 'Fire Safety Communications'.

Thank you for your reply of 25 October 2025.

It is concerning to hear that such an investigation is ongoing as this would imply that something is "not right". Please provide the following information:

Job title of person at the Council who is leading the investigation?
Date that investigation started.

I hope that by denying the release of the requested information, you are not putting peoples lives at risk?

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/f...

Yours faithfully,

Allen Collins

Dear Oxford City Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Oxford City Council's handling of my FOI request 'Fire Safety Communications'.

Thank you for your response dated 22 November 2024.

I respectfully disagree with your decision to withhold the position of the OCC officer leading the investigation. Applying the same reasoning would imply that the position of any public figure would not be disclosed under the FOIA, which I believe is not accurate.

I maintain that the position of the OCC officer should be disclosed as requested.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/f...

of November.

Further query:

I respectfully disagree with your decision to withhold the position of the
OCC officer leading the investigation. Applying the same reasoning would

Response:

In reaching the decision of not disclosing the personal data of Council
employee who works under guidance of a more senior officer, the Freedom of
Information Act 2000 (FOIA) and Data Protection Act 2018 (DPA) have been
considered together with the ICO's guidance document entitled 'Requests
for personal data about public authority employees'.

Also, please see below our FOI Policy which sets out in section 4 what
