The document I request is titled "Appendix 10.1 FRA rev B complete 8672 25 September 2013". It is listed for HGY/2013/2019 on the following page http://www.planningservices.haringey.gov...

I expect this document to address the London Fire Brigade's concerns dated 9 January 2014 that are reported on the same page as London Fire and I quote "for fire fighting access onto the site however due to the size of the building they will require the provision of dry rising mains or sprinklers for fire fighting details to be provided".

In a follow up email you clarified that “The document I request is titled

My response is as follows:  

 

Please find the “FRA” file requested attached which relates to flooding. 

 

With regard to your original request, there is no Fire Risk Assessment on
file. However the development was reviewed by the London Fire Brigade and
found to be acceptable in terms of fire safety. Its comments are on the
application file.

I am writing to request an internal review of Haringey Borough Council's handling of my FOI request 'Fire Risk Assessment for the Hornsey Reuse and Recycling Centre High Street, London, N8 7QB.'.

I note that you have not confirmed or denied whether the authority holds this information, and have not applied an exemption that would remove this obligation.
As you may be aware, Section 1(1) of the FOI Act (https://www.legislation.gov.uk/ukpga/200...) states that "Any person making a request for information to a public authority is entitled to be informed in writing by the public authority whether it holds information of the description specified in the request".
I would be grateful if you could clarify whether or not this information is held, or specify which exemption of the duty to confirm or deny you are applying.

You have referred to the London Fire Brigade letter addressed to Haringey Council that Dry Risers or Sprinklers were required for the building. Although the FRA document that was missing turns out to be a Flood Risk Assessment rather than a Fire Risk Assessment, I do believe that you must be in possession of the response to the London Fire Brigade's letter of concern.
