Dear Mr Tyler,

Thank you for your request for information (Ref 227/01/17) which was
received by Hereford & Worcester Fire and Rescue Service (the Service) on
25^th January 2017.

 

Following consideration of your application, the Service is seeking
clarification on the following points:

 

Please would you clarify:

 

o What you mean by “Final Result Type”? Do you mean the incident type?
o What you mean by “Stop code – Property (label)”?
o What you mean by “Level, 1 ,2 ,3 classifications”?
o What you mean by “IRS property type – do you wish to know the property
type i.e. flat
o What you mean by “PRL count ”?
o What you mean by “HP count ”?
o What you mean by “BRV count ”?
o What you mean by “First attending appliance - command ”? – do you mean
was an officer in attendance?

o What you mean by “FSEC property
code”?                                                              

 

Until this clarification is received, the 20 working day deadline as
outlined under the Freedom of Information Act is suspended.  Please
provide the additional information within three calendar months (by 25^th
April 2017).  If a response is not received by this date, I will take it
that you do not wish to pursue this request and it will be considered
closed.

o “PRL count ”: the total number of pump rescue ladder appliances that attended the incident

o “HP count ”: the total number of hydraulic platform appliances that attended the incident

o “BRV count ”: the total number of brigade response vehicles that attended the incident

o “First attending appliance - command ”: the first fire service in attendance: i.e Birmingham South, Walsall, Dudley, etc.

Thank you for the clarification on your [1]Freedom of Information Act
(FOIA) Act 2000 request which was received by Hereford & Worcester Fire
and Rescue Service (the Service) on 21 February 2017. 

 

The Service can confirm that the requested information concerning incident
data for 2015 - 2017 is partially held and please refer to the attached
spread sheet for the response to your enquiry.

 

Please note however that the Service does not release the Latitude /
Longitude / Incident number of any incident to 3^rd parties who are not
connected with the actual incident, as this would allow individual
addresses to be located and potentially owners/occupiers to be identified
[2]FOIA Section 40(2) – Personal information.    

 

Additionally, as the current threat level from international terrorism for
the UK is assessed as Severe, meaning that a terrorist attack is highly
likely. As a [3]Category 1 Responder and part of the [4]Critical national
infrastructure, the Service considers disclosing specific information
relating to call signs for first attending appliances assigned / mobile /
in-attendance could potentially assist or be likely to assist an enemy or
a potential enemy, (in accordance with Information Commissioner’s Office
(ICO) guidance: [5]Specialist Guides - Defence. 

 

As a result, specific information on call signs for assigned / mobile /
in-attendance appliances are considered exempt under [6]FOIA Section
26(1)(a)(b) - Defence.

 

Certain data types you have requested are not recorded / held by the
Service, specifically:

 

·         FSEC property code

·         District (code)

·         District (label)

·         Ward (code)

·         Lower SOA

·         Incident risk category – The Service does not categorise risk
as we attend incidents as quickly and safely as possible

 

The Service does not name appliances as PRL, HP or BRV but all Fire
Engines as “Appliances”.  HP is deemed an “Arial Ladder Platform“ (ALP)
and BRV are listed as “Officer vehicles” as they provide response
capabilities.

 

In addition, it is estimated that to provide Level 2 and Level 3
classification fields would take in excess of 18 hours’ work to determine,
as each incident would have to be reviewed to extract these details, based
on:

 

13113 Incidents x 5 minutes per record = 65565 minutes or 1,092hrs

 

This exceeds the 18 hours cost ceiling or £450 worth of work as per
[7]FOIA Section 12. Therefore 1^st Level Classification information has
been provided; however, should you wish to progress with this section of
your request, please contact the Performance & Information Department to
arrange payment of fees.
