In case useful, this list of companies who manufacture from scratch is at the base of Wikipedia articles on UK bikes.

I realise that public sector procurers often expect others to contact them to get on a procurement list while UK manufacturers are often so lean that they do not have the administrative time to get on every register. One of the companies on the list below has a free tripod website and seems to be a one or two person operation, for example.

I think it would make UK manufacturing more sustainable and reduce social exclusion if public secture agencies sought-out UK suppliers with any specialist knowledge they can track-down.

I'm no expert myself. It could be that combination of old parts that don't wear-out with new parts that do would be a cheaper option; this might suit a smaller factory than building from scratch.

This would probably be attempts to find UK manufacturers and make sure they are on the contact-list, which I suppose would be called a list of approved suppliers. If most of the UK bike manufacturers are on the list of approved suppliers already, then there would be no need to show attempts to find more: a list of the names of UK bike suppliers on the list would answer the request. Otherwise, a list of UK manufacturers contacted would be fine.

Secondly, a one-line summery of information such as minutes of meetings or copies of letters to show that the specification has not unreasonably excluded UK suppliers; that it is open to flexibility. A sentence like "The fire brigade consulted UK companies X & Y to check that our specification did not exclude UK suppliers for unimportant reasons".

I have not seen the original tender or suppliers list; if these are available publically it may be that some of what I have asked for can be answered with a link to it.
