The car park I refer to is not in the list you provided.

The building I refer to is opposite Bangor Cathedral in Glanrafon, LL57 1LP Bangor (53.226236, -4.128450). The entrance of the “Euro Car Park” is on this street, few meters away from the pub “Y Castell”. The exit of the car park is located on the opposite site of the building by Castle Hill car park. The premises extent to High Street above the shop "New Look" and comprise the residential units with the address Pen Castell LL57 1NX, Bangor. The fire alarm system is common between the car park and the residential units, which are therefore also affected by the trigger of the alarm.

Further to your recent request to North Wales Fire and Rescue Service
(NWFRS) made under the terms of the Freedom of Information Act regarding
fire alarm related incidents at the Euro Car Park, Bangor, the response
from NWFRS is as follows:

 

1.    How many call outs have you received to the Euro car park, Bangor
LL571NX, as a result of the fire alarm between 2015-2019?

 

During the period in question there have been 8 incidents relating to the
fire alarm system.

 

2.    What has been the majority of cause for these call outs, i.e. fault
in the alarm system of the building or misuse of the alarm?

 

Three incidents were recorded as ‘Good Intent false alarm’, three as ‘Fire
alarm due to Apparatus’, and two as ‘Malicious False Alarm’.

 

3.    Has the priority level response of these premises been lowered or
altered because of these recurring alarms?

 

The priority level response has not changed in this time. In April 2015 a
new Automatic Fire Alarm (AFA) attendance policy was introduced. Under
this policy a car park which is classed as a commercial premises should
not generate an attendance unless it is a confirmed fire. In the case of
this location, an attendance would be made dependant on the information
received from the monitoring company or 999 call as to whether the
residential element of the complex was mentioned.

 

4.    What communication has there been between the premises manager and
NWFRS in an attempt to resolve this matter of recurring false alarms?

 

NWFRS has had involvement with all parties in 2015 and 2017, carrying out
audits in the various areas. There have been proposals to possibly
separate the car park alarm from the rest of the complex (currently there
is one fire alarm system which covers all the different areas of the
complex).  This was again followed up in August 2019.

 

5.    What do you estimate the total cost of your response to attending
the total callouts to these premises between 2015-2019 to be?

 

NWFRS does not routinely identify and apportion costs to specific
incidents due to the logistically complex nature of the Service. This
requires a dynamic response to ensure that North Wales cover is provided
on a risk-based approach.  Our costs include fixed, semi-variable and
variable costs, and the cost of an incident cannot be measured without
undertaking a detailed analysis on each occasion.

 

However to assist you, the firefighters’ pay based on the time spent at
each incident, including National Insurance and pension contributions
would have been £379. As detailed above, additional costs would have also
been incurred in relation to the use of operational equipment, Personal
Protective Equipment and fleet costs.
