Response to this request is long overdue. By law, under all circumstances, North Wales Fire and Rescue Service should have responded by now (details). You can complain by requesting an internal review.

why not ask for details of the incident log and not the fire report which should be free under FOI

This fire report would not be free as the charges for such reports are shown as part of the Service's website (and so be definition part of their FOI publication scheme).

As such even if available under FOI NWFRS can charge the published fees to provide this information.

Its also worth noting that they may not have incident reports/logs going back over 20 yrs and if they do they may not be easily retrievable.

Also Incident Logs form part of the fire report and as such would be chargable as per the publication scheme (usually as an extract report for most FRS)

Further to your email below, I refer you to my email of 8^th April 2013,
in which I advised you as follows:

 

Further to your email below, I regret that it has not been possible to
locate a copy of the Fire Investigation Report for the relevant incident;
however, North Wales Fire And Rescue Service (NWF&RS) is aware that a
Parliamentary Question was raised by Frank Field MP about this incident
and a reply provided.  In addition, all relevant information from a Fire
Service perspective was forwarded at the time to the Coroner and it may be
that what you require can be found there. The North West Wales Coroner’s
Office contact details are as follows:
