Dear Bath and North East Somerset Council,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Bath and North East Somerset Council's handling of my FOI request 'Fines for dog fouling'.
I asked: "In the Twerton and Whiteway area, how many fines how been issued for dog fouling in the last ten years? Across the whole of Bath, how many fines how been issued for dog fouling in the last ten years?"
The response that I got did provide some information, but it seems clear to me that more could have been done.
The response indicates that: "Dog fouling incidents that have occurred within the Bath area have been recorded under the general area of ‘Bath’ and have not been broken down further by a specific neighbourhood/area of Bath e.g. Twerton or Whiteway etc."
The response says that: "Records held regarding dog fouling in their database would be linked to customer name instead of the type or subject of the entry e.g. dog fouling. Therefore the team would need to review each individual case in their system in order to ascertain if it was relating to the requested type/subject and also to the requested neighbourhood of Bath. "
The response then claims that it would take the Council in excess of 18 hours (2.5 days). To look through the cases and count up how many were related to Twerton and Whiteway. However, there's a problem with the credibility of this claim.
The information provided lists a total of just 23 actions (FPNs and CPNs) taken over dog fouling in the course of ten years. It's hard to believe that it would take in excess of 18 hours to look up these 23 cases and see if they relate to Twerton and Whiteway. Since they are reportedly on a database, I image that it would take less than one hour to provide the requested information.
So I'd be grateful if the full information originally requested could be provided please.
