Dear Cambridgeshire Constabulary,
Under the freedom of information act please could I request the following:
1) What fine your police force can impose fines for
2) What steps your constabulary takes in reclaiming money imposed on fines before sending it to a magistrates court
3) How much money is collected, on average, by your constabulary in fines
4) How long it takes for your police force to send the case to a magistrates
5) What assistance can someone with mental health issues get with paying their fine and how they are identified.
6) What percentage of crimes committed which had a fine were collected by your authority before going to a magistrates

Clarification Required
Can you please define what is meant by Q1?
Please specify what is meant by “fine”. Penalty Notices? And what offences
do you require?
Please clarify this request.
After receiving your reply, your request will then be considered and you
will receive the information requested within the statutory timescale of
20 working days as defined by the Freedom of Information Act 2000, subject
to the information not being exempt or containing a reference to a third
party.
However, if the requested additional information has not been received
within 20 working days from the date on this letter, I will assume you no

The Freedom of Information Act 2000 (The Act) requires us to handle all
requests in a manner that is blind to the identity of the requestor. Any
information released in response to a request is regarded as being
published, and therefore in the public domain without caveat.
Request
1) What fine your police force can impose fines for
2) What steps your constabulary takes in reclaiming money imposed
on fines before sending it to a magistrates court
3) How much money is collected, on average, by your constabulary in
fines
4) How long it takes for your police force to send the case to a
magistrates
5) What assistance can someone with mental health issues get with
paying their fine and how they are identified.
6) What percentage of crimes committed which had a fine were
collected by your authority before going to a magistrates
We have completed all searches within Cambridgeshire Constabulary and
hereby enclose your response.
Response
1) Please find attached Penalty Notice for Disorder (PND) Codes.
I apologise for the poor quality.
I have also supplied the Collision codes for Traffic Offences.
However please be advised some of these are rarely used in such matters.
2) The individual given the ticket has 28 days to make payment. If payment
is not forthcoming a letter will be sent from Southend on Sea advising of
a fine due to non-payment. This then takes the ticket fee total to £130
(original fee £90). If payment is still not made a letter is sent for
summons to court. Cambridgeshire Police do not deal with any part of this
process nor have involvement with collecting money. This is dealt with by
Police at Southend on Sea.
3) No Information Held. Dealt with by Southend-on-Sea Police
4) No Information Held. Dealt with by Southend-on-Sea Police
However these will be summary offences and must be within 6 months.
5) No Information Held.
To advise : PND tickets are issued as a method of disposal on the “street”
BUT if the persons medical or mental health contributed to the offence
then strictly speaking the disposal should be by the court as they can
seek medical reports prior to any penalty decision. Officers on the street
sometimes will not be in full knowledge of a person’s situation when
issuing a PND unless made known to the Officer.
6) No Information Held. Dealt with by Southend-on-Sea
