Finding Housing In Other Local Authority Areas

Basia Cummings made this Freedom of Information request to Hackney Borough Council as part of a batch sent to 33 authorities

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was partially successful.

How many homeless households in your area have been offered housing in other local authority areas in each of the last five years, and how many households have accepted the offer?

In which local authority area was the temporary accommodation that was offered?

Can you detail the type of accommodation they were offered - for example bed and breakfasts, hostels, private sector housing?

Since 2011, has the council used the Localism Act 2011 to re-house homeless households in the private rented sector under a minimum 12 month tenancy, and on how many occasions has this been outside your local authority area?

Can you indicate which of the cases in question 1 were as the result of the Localism Act 2011.

Yours faithfully,

Basia Cummings

Dear  Basia Cummings

Re: Freedom of Information Request.

Thank you for your request for information under the Freedom of

delay in responding to your enquiry. Your request has been considered and
our response is in bold below.

You requested the following:

How many homeless households in your area have been offered housing in
other local authority areas in each of the last five years, and how many
households have accepted the offer?

In which local authority area was the temporary accommodation that was
offered?

Can you detail the type of accommodation they were offered - for example
bed and breakfasts, hostels, private sector housing?

Since 2011, has the council used the Localism Act 2011 to re-house

tenancy, and on how many occasions has this been outside your local
authority area?

Can you indicate which of the cases in question 1 were as the result of
the Localism Act 2011.

The Council’s Response

Numbers of homeless households offered a temporary accommodation housing
placement out of borough in the last 5 years.

Unfortunately due to the way our rent account systems have been set up and
the use of several different computer systems over this period, we have
been unable to extract this information, without needing to manually check
every Temporary Accommodation rent account. The cost of provide this would
exceed the maximum cost limit allowed under section 12 of the Freedom of
Information Act.

The closest which we are able to provide under  the cost limit is data on
the numbers of households in Temporary Accommodation placed out of Hackney
as of a single point in time –not the total figures for the year.  These
figures do confirm the boroughs where there was a placement, but not the
type of accommodation used

Number discharged in to the Private Rented Sector under the 2011 Localism
Act.

We are able to confirm that Hackney has discharged our homeless duty into
the private rented sector under the 2011 Localism act. Our records show
that as to date, 29 Households have been discharged into the private
rented sector under the Localism act, outside of Hackney.
