The request was successful.

Dear Department for Work and Pensions,

In respect of data gathered from claimants who register/sign up to use the new ‘Find a Job’ Service, or data generated, processed and stored on the site, would you please provide answers to the following, or direct me to where answers may be found:

1. Who is overall Data Controller, DWP, JCP, Adzuna, the Data Subject or Employment/Recruitment Agencies and Employers that the Data Subject interacts with?

2. Is data, or any control over it, shared, passed or otherwise sub-contracted to DWP, JCP, Adzuna, or Employment/Recruitment Agencies and Employers active on the site, or to agents or other organisations associated with any of them?

3. What guarantees are in place within and between the above referenced bodies and their agents to protect data held by them and the privacy of the Data Subject?

4. Who within the controlling organisation, and/or DWP, JCP, Adzuna, or Employment/Recruitment Agencies and Employers active on the site, or agents or other organisations associated with any of them are designated or authorised data handlers and data processors? (Status, rank or position, not individual names).

5. What permissions or degree of authorisation does each rank/position have to access, process and disseminate the data gathered, held, or otherwise generated?

6. What regulations or guarantees are in place to prevent DWP, JCP, Adzuna, or Employment or Recruitment Agencies and Employers active on the site, or agents or other organisations associated with any of them or designated or authorised data handlers and data processors, from using, giving away, selling or otherwise abusing data provided by the User specifically for purpose of seeking work?

7. Is it likely that Jobseekers signing up to or registering on the FaJ site may be mandated to register with GOV.UK Verify or any other such data collecting, processing or disseminating sites for identification or other purposes?

8. Will it become mandatory for claimants to include on their Claimant Commitments or Jobseekers Agreements references to actions involving the signing up for, use of, and presentation of evidence of activities on FaJ?

Thank you in anticipation of your response.
Yours faithfully,
Simon Lawson

DWP ‘Find a job’ is mandatory for claimants?

“DWP staff will not have access to view jobseeker accounts, CVs or activity/application history”

“Find a job or other jobsites
1. As part of making use of the resources available to them to look for work, we can reasonably expect most claimants to make best use of Find a job or other jobsites.”
Source: DWP ‘05 Work Search Review‘ – accessed 15/5/18

It is unclear whether this just means claimants will be mandated not only to FaJ but other sites, or that a claimant would be able to avoid being mandated to FaJ by registering with and uploading their CV to “other” and “more appropriate” jobsites?

DWP says:

"Claimants cannot be mandated to use the Find a Job website specifically.” [1] and “The recorded information we hold that supports this is contained in” FOI disclosure 2046 [2] of 15/5/18 as discussed in ”‘DWP ‘Find a job’ is mandatory for claimants?‘ [3]
Key words: “specifically” and “use”
