Dear Charity Commission for England and Wales,

I will like to receive information on the following

Following my review of the financial accounts submitted by charity number 1139306 -Barnet and Queensbury Circuit, it was noticed as stated in the accounts that there are several individual churches that constitute the circuit. I will like to seek the following information.

1. Does the final account for 2014/15, 2015/16 and 2016.17 submitted by the Barnet and Queensbury Circuit constitute a consolidated account of the individual churches or charities within the circuit or is it just for the operations of the circuit?

2. a If no, why not?

b. If yes, have the final account of the individual churches been prepared as per the charity commission regulation?

c. How does the Charity Commission check that the individual charities that constitute the Barnet and Queensbury Circuit of the Methodist church are reporting the true nature of their activities, i.e., Income and Expenditures.

3. where on the charity commission website can the public find the final accounts for each individual charities within Barnet and Queensbury Methodist Circuit such as Hendon Methodist Church and Edgware Methodist Church for the financial year end 2014/15, 2015/16 and 2016.17 .

Thank you for your email received 1 January.  Although your request has
been receive via the whatdotheyknow website, we have not considered your
request under the Freedom of Information Act 2000.  This is because you
have requested our view or interpretation of information we hold, rather
than the information itself, which means it does not fall within the remit
of FOI.  However, we have provided a response under our normal processes.

You have asked for the following information

1.     Does the final account for 2014/15, 2015/16 and 2016.17 submitted
by the Barnet and Queensbury Circuit constitute a consolidated account of
the individual churches or charities within the circuit or is it just for
the operations of the circuit?

2. a If no, why not?

b. If yes, have the final account of the individual churches been prepared
as per the charity commission regulation?

c. How does the Charity Commission check that the individual charities
that constitute the Barnet and Queensbury Circuit of the Methodist church
are reporting the true nature of their activities, i.e., Income and

1)    The accounts submitted are for charity 1139306 and do not appear to
constitute consolidated accounts for the associated churches. If you have
a query on the basis on which the accounts have been prepared,you may wish
to raise it with the trustees of the charity. Their contact details are

2)    a) and b) The associated churches appear to be separate and distinct
charities in their own right. If you have a query about the structure of
the charity or how the accounts are prepared you may wish to raise it with
the trustees.

 

c)    The Commission, as regulator and registrar, of charities in England
and Wales is responsible for 183,000 charities both registered and
unregistered with us.  We do not scrutinise the finances of each of these
charities.  It is the responsibility of the trustees to ensure the
accounts properly reflect the charity’s finances.

 

We may examine a charity’s finances if serious concerns are brought to our
attention, or as part of our regular accounts monitoring reviews we carry
out in random samples of charities. If you have concerns about a charity

and will not take up. If you have information that may be of regulatory

3)    All Charitable Incorporated Organisations (CIOs) regardless of
income, and registered charities whose annual income meets our submission
threshold (currently £25,000), are required to submit accounts. Those

Thank you for your response. I am was under the impression that my request was an FOI. Please provide me with how I can make this a formal FOI request to the Charities Commission.

Some of your response is somewhat contradictory.

1. Is Edgware Methodist Church, Finchley Methodist Church and Queensbury Methodist Church registered as Charities with the Charities Commission? i.e., are these churches registered as charities with the charities commission?

Response required: YES or NO

2. If they are registered with the Charities Commission, have these churched filled their respective account with the Charities Commission?

3. In your response 3) All Charitable Incorporated Organisations (CIOs) regardless of
income, and registered charities whose annual income meets our submission

If the Income threshold is for filling financial account is currently £25,000, has Edgware Methodist Church, Finchley Methodist Church and Queensbury methodist church filled their accounts for the financial year 2013/14, 2014/15, 2015/16 and 2016/17?

4. If YES to question 3, then where can the public get the financial account filled by each of these charities mentioned above to the Charities Commission?
