Dear Portsmouth City Council,

I would be grateful if you could confirm you hold the following information and then set out via this FOI request. I've grouped this information into a single request as I don't wish to bypass your own spending limits

a) number of high cost credit shops given planning permission during 2011, 2012, 2013, 2014
b) number of high cost credit shops denied planning permission during 2011, 2012, 2013, 2014
c) number of branches of credit unions which have applied for planning permission to set up new premises during 2011, 2012, 2013, 2014
d) current advice on collecting council tax arrears from households in financial difficulty issued to officers responsible for council tax recovery
e) number of summons which have been issued by Portsmouth City Council during 2011, 2012, 2013, 2014
f) the sum of underspend on the local welfare assistance scheme in each financial year the scheme has been in operation from 2011, 2012, 2013, 2014
g) number of unsuccessful outcome letters issued for discretionary housing payment in each financial year from 2011, 2012, 2013. 2014

Some of the above is already publicly available but not in an easily assembled format. I wouldn't have access to the original source material to do this.

In the case of (b) or (c), if there are negligible cases, then I would prefer a zero or nil response to make things easy.

If the requests exceed officer time then I would prefer to specifically focus on 2013 and 2014. I included the previous years to ensure your disclosure if made, was set in the appropriate context.

Planning has stated:

In answer to the questions a), b) and c), that information is publicly
available by searching our online planning register, which can be found

However, the requester should note that 'high cost credit shops' are not a
land use in their own right, they would fall under a 'Class A2' use which
includes other financial and professional services (in accordance with the
Use Classes Order see -

and planning permission is not always required for a Class A2 use as some
changes of use (such as a building changing its use from Class A5 hot food
takeaway into a Class A2 use) have 'permitted development rights' i.e.
they can change use without the submission of a planning application.

Again, the requester should also note when searching the planning register
the applicant for the application may not necessarily be the final
occupier (nor is planning permission necessarily granted or denied based
on the final occupier).

For example, applications are submitted by land owners who then once they
have received planning permission seek a tenant to occupy the building.

the information which has been provided by our Revenue and Benefit Service
as follows:

Housing Benefit manager in relation to DHP

The request states Council Tax, I do not have figures specifically for CT
(and DHP stopped for this when CTB ended from April 2013) so this will be
all DHP requests.

I have taken the information for the funds for the years stated; as you
are aware the fund covers the period April to March for the stated year.

2012 - 198
2013 - 602
2014 - 205 (to date, fund still active).

Ed Woodhouse - Head of Revs & Bens in relation to Local Welfare Assistance
