Thank you for your email of 31 January where you requested for information about the Final Procedures Log kept by Land Registry. I think you actually mean the Final Responses Log.

I can confirm that the Land Registry holds this information.

We cannot disclose the whole log as it contains third party data not just data relating to yourself. The third party data information is exempt under section 40 (personal information) of the Freedom of Information Act 2000 (FOIA). Section 40(2) provides that personal data about third parties is exempt information if one of the conditions set out in section 40(3) is satisfied. Under the FOIA disclosure of this information would breach the fair processing principle contained in the Data Protection Act 1998, where it would be unfair to that person/is confidential.

We can however disclose information on the log that relates to you and we are treating this as a Subject Access Request from yourself for the information. As the information relates to you we assume you would not wish this to be disclosed on the What Do they Know website. Please therefore inform us how you wish to receive this information and we will send it to you.

All the staff associated with my request are on half term leave.
However the initial response was obviously sent by the person working from home. Then Gurmale Sondh their Information Officer ( who was responsible for the previous breach of the DPA for Land Registry's failure to comply with my already excepted to be valid DPA request in March 2009 & January 21 st 2011), answered to say my request was being refused. This pimple on the backside of all the maladministration at Land Registry , is totally out of control. He only acts to cover up for Land Registry and not in any way to assist information requests. As an information note to followers of WDTK , l noticed the attached wording to Mr Sondh's e-mail direct to my personal account , refers to Land Registry's role in the property domain since 1862. With my own eyes l have seen the archival maps at Lincoln Archives for 1851 , that show my property on both maps for Theddlethorpe St Helens & Theddlethorpe All Saints that pre-empt the 1862 statement of Land Registry. The Inclosure Awards ( also known as Enclosure Awards) are missing from the archive records with The Main Archives evacuating on Saturday the 15 th February 2014 , only the morning after my finding hidden documents in the very end of the map roll at Lincoln Archives. This is more proof of our government involvement in constantly moving the goalposts , assisted by all the listening posts that includes Land Registry in its ranks.

These are my / my property / my registered title (s) details and sensitive information that has already been unlawfully shared and that l require assurances to there being no more interference by staff who have previously seen fit to telephone my then acting solicitors in an act of maliciousness to deceive the courts, and who have also intercepted letters to a non-executive director via the Chief Executive's Office ,

after many attempts and my leaving messages and e-mails, today l managed to speak to Andrea Barr.
She appears to be under the misapprehension that she can ignore a ruling by a high court judge that all other involved agencies and my solicitor are in agreement with. That is the fact a miscarriage of justice has occurred with the theft of my conveyance document that Elizabeth Derrington of the Independent Complaints Review ordered returned to me and directed a payment be made for the inconvenience this has caused to me. I have received no payment and the stupidity of an unlawful and from l can only perceive to be a made up procedure ( " disengagement" ) , continues to be the wall put up to prevent UK Laws.
D S Ian Jarman in actions overseed by The National Crime Agency , stated Land Registry had no right to have my conveyance document , which is my own property.
Claire Holland of Kingston upon Hull Land Registry telephoned Bridge Mc Farland Solicitors on the 23 rd October 2007 to hide not only my stolen conveyance document , but also theft of a covenant document that was protected as being my property on the 1 st January 2004 under The Solicitors Rules by the stating of " an. Implied Lien" under those rules.
Land Registry have l perceived worked alongside John Barkers Solicitors , with the further theft of the convenant document l mention , that Robbie Crane as head of civil bills was copied into and my seeing with my own eyes , my stolen document brandished in the face of Deputy Judge Roebuck on the 10 th July 2010.
Why is Land Registry handling stolen property in the cases of the two documents l set out here?
Why would Land Registry further hide the " Epitome of Title" , that is also my property and was correctly lodged with my other deeds and documents when Claire Holland acted outside of the remits of Land Registry and telephoned my acting solicitors ( Bridge Mc Farland Solicitors) on the 23 rd October 2007 ?
Could it be that far from being a public agency set up to register and protect properties and land in the UK , it is an agency only serving to assist in complicated thefts , to deprive lawful owners of properties and land from what are stated registered titles?
I have requested both in writing and by telephone that l am provided with the appropriate person or agency that l should provide with the evidence of the further document of the covenant , being my property , it's theft , and to whom l need to instruct Lincolnshire Police and The Law Society to work with to enable return of this crucial document to me, and my being able to further involve The Information Commissioners Office and their investigation into what is further breaches under The Data Protection Act of my information ,

you appear to be re- visiting old behaviours where you previously offered internal review only to not supply such, and to rub my nose in the fact you never intended on that occassion to provide it , even though HH Justice Peter Smith had advised me to lodge for an application hearing in which the sought information was to be paramount.
On that occassion where my request for internal review was made on the 9 th October 2011 , even involving James Weston at the ICO , did not provide the information for the hearing of the 3 rd February 2012 at The Rolls Building in London.
By repeating your bad behaviour again over same issues only serves to illustrate further that Land Registry and yourself are not to be trusted when it comes to requests under information acts, which are after all Acts of Parliament.
By law l am entitled to be provided with the information l seek under the FOIA including requesting internal review and also to request why missing off of the final procedures log is the information of my pre- booked appointment at Kingston upon Hull Land Registry on the 26 th September 2008 ?
John Edon as Assistant Registrar posted me an AP1 Form , being a Land Registry water marked form and l met with my completed AP1 form with Mark Lawson.
Mr Lawson said he did not need the form as the land was already my registered land and he admitted everything had been because of the errors / mistakes of Land Registry and it' s staff and that it would all be corrected by rectification of the register at no further cost to me.
Of course l was not allowed to have my carer stay with me to witness this , although l do have a copy of the minutes as proof of my attending that day.
Mick Conboy of The Crown Prosecution Service has written a consultation paper recently , stating that the arrival of The Equality Act in October 2010 has brought about a significant decrease in " hate crimes".
I would remind you l attended KUH Land Registry on the 1 st February 2011 with a fully trained CAB Generalist and a further witness to hand over a copy of The Equality Act 2010 to Land Registry Staff on the advice of Kizito Mugaro of The Equality and Human Rights Commission .
On that occassion we were removed by Humberside Police summoned on a 999 call by a staff member carpeted already by David Middlemiss manager at KUH Land Registry.
Am l to interpret the discrimination frequently showed towards me by Land Registry ( and recorded) , is because Land Registry and it's staff think vulnerable people are not afforded the same rights as able bodies persons when it comes to ownership of a registered title?

Jane Allen, one of the lawyers in the team, has conducted the review and has asked me to respond on her behalf.

The previous decision not to disclose the contents of the log is upheld on the basis on the grounds that the exemption contained in Section 40 of the Freedom of Information Act is engaged. The log contains personal information and information that a third party could reasonably expect not to the publically disclosed.. This is because the log contains third party data and not just data relating to yourself. I am wondering if Jane Allen as a Land Registry Solicitor is the correctly placed person to reply to me , when record shows it was Ms Allen in March 2009 who neglected to respond in her obligations to me regarding my contacting her for the subject access request l had lodged under the Data Protection Act?
And on a second note it was Ms Allen who previously was meant to contact me over related matters she was active in , and didn't.
Could l be wrong in thinking this is now a third hands down procedure she has become entangled in?
Your mention of other involved parties protected information , in fact could be perceived to mean the covenant document that is in actual fact my own property and not a document anyone else has the right to hold, as was the case in my own lawful conveyance document that Land Registry was not only caught wIth the stolen property / document in that incident but are also on record with the ICO for having breached the DPA for not providing office copy of said document to meet with the criteria of the DPA and it's timelines.
I am entitled to challenge the percepitance of your role as information officer , when conclusions can be drawn to your intentions to deceive my lawful rights under information acts , which are after all Acts of Parliament.
It is time Land Registry as an organisation dealing with the public at large , regrouped to make the whole organisation one that is fit for purpose and present day issues.
I await being appointed someone superior in office to Ms Allen to attend to matters that tediously have been allowed to be put on the back burner for far too long and are still ignoring a senior judges ruling, which is not the place of Land Registry to do,

I have now written involving the ICO to look into Land Registry's provided reply regarding the " Final Procedures Log", and it not including any record to my being provided with an AP1 Form to then attend KUH Land Registry for the pre-booked appointment of the 26 th September 2008 .
My carer ( since 2000) , as l have been disabled with limited mobility since August 1991, after driving me to attend the pre-booked meeting , was then asked to leave , leaving me vulnerable / frightened and without a witness to Mark Lawson saying there was no need to lodge the AP1 as everything was Land Registry's fault and he would rectify the register at no cost to me.
On numerous occasions now Land Registry have discriminated against my specialist characteristics , being my protected characteristics ( disabilities and partial hearing), and my perception to the denial of the internal review l request in this matter is further unneeded complications to scupper my rights and protection of indemnity under the LRA2002
