Dear Powys Council,

Under the Freedom of Information Act 2000, please provide copies of
all:
A) standing orders
B) policies
C) discussions (emails / memos)

relating to the following:

1) filming of council meetings
2) tweeting at council meetings
3) blogging of council meetings

In respect of this request, "council meeting" shall refer to
meetings of the full council, cabinet & committee meetings where
members of the public are permitted to attend. It shall not include
any meetings (or part of) where the public are not permitted to
attend (e.g. closed sessions.)

If answers to part of this request are already published in a
public place, please provide links to the location where they can
be accessed online by persons not residing within Powys
County Council.

If some parts of this request are easier to answer than others,
please provide the easiest parts first rather than hold up the
entire request.

I would prefer to receive your response in electronic format.

If you decide to withhold some of the information requested using
exemptions in the FOIA, please inform me which exemptions you have
used.

If you need clarification of any of the points in this request,

Thank you for your request for information, received at this office on June
15, 2011, in which you requested details of the following:

Filming, tweeting and blogging at Powys County Council meetings

Your request will now be considered and you will receive a response within
the statutory timescale of 20 working days as defined by the Act, subject to
the information not being exempt or containing a reference to a third party.
In some circumstances Powys County Council may be unable to achieve this
deadline. If this is likely you will be informed and given a revised
time-scale at the earliest opportunity.

There may be a fee payable for the retrieval, collation and provision of the
information you request. If this is the case you will be informed and the 20
working day timescale will be suspended until we receive payment from you.
If you choose not to make a payment then your request will remain
unanswered.

Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest
possible way. Again, you will be informed if this is the case.

The due date for responding to this request for information is July 13,
2011.

Thank you for your request for information dated June 14, 2011 concerning
filming, tweeting and blogging at council meetings.

This is to inform you that your request has been considered and I can
provide the following response:

1) filming of council meetings

(a) Filming - We have a policy which is not to allow filming at Council
and Committee meetings without permission.. We do not have a rule for the
Cabinet in its procedure rules.

2) tweeting at council meetings

3) blogging of council meetings

2) and 3) Tweeting and Blogging - We do not have a policy currently.
However the Member Development Working Group has been discussing draft
guidance (copy attached) which is based on the Standards Board for
England's guidance. This is to be further revised later this year so that
any guidance is suitable for both Councillors and staff.

There are no standing orders, e-mails or memos available on any of the
above. Copies of the relevant procedure rules are attached. These are
taken from the council's constitution which is currently not available
online. It will be online when the latest version is complete.

Regulatory and Other Committees - Page 20 - Rule 24.

Scrutiny Committees - Pages 20/21 - Rule 25.
