I am writing in respect of your recent enquiry for information held by the
Authority under the provisions of the Freedom of Information Act.
 
Please find the response to your request below.
 
Are your council meetings are recorded. If so, how, filmed, audio
recording, full transcript, other?    ( n.b. Council meetings to be
defined throughout this request as all meetings of the Council, its
committees, sub committees and partnerships etc where the public have the
right to attend. If there are different responses for different category
of meeting please provide the information for each and all types)    
 
Yes - Meetings of the full Council have been live streamed since November
2013.  We also began livestreaming meetings of Cabinet  earlier in the
year.    As lead authority Wakefield also livestreams meetings of the West
Yorkshire Police and Crime Panel .
 
Are any meetings excluded and why? 
 
The Council does not record any other meetings. However, individuals are
able to film and record these meetings through any audio, visual or
written methods. 
 
Do you have a policy of holding evening / local meetings or any other
measures to increase public participation? 
 
The Council holds its meetings during the day and does not have a policy
of holding evening meetings.  Our approach to consultation and engagement
is centred on a localised, Ward based, engagement that is flexible and
tailored to local needs and which builds upon existing ways in which
citizens meet and exchange ideas and views locally.  Citizen engagement
and feedback remain at the heart of the Engagement Framework and this is
used to drive priority setting and future service delivery within
localities.  Some examples of regular communications are:-
 
•       The Leader’s regular column in the Wakefield Express;
•       Rolling programme of Cabinet on Tour events (Cabinet meetings that
include a Q&A sections similar to Question Time.)
•       Our social media accounts including: @mywakefield and
WakefieldCouncil on Facebook.
•       YourSay email account
•       Regular communication of key challenges through The Citizen
newspaper;
•       YouChoose budget engagement Internet tool;
•       Requests for suggestions through the local media letters page,
•       Outreach in local communities.
•       Annual reputation tracker with residents
 
How are the recordings of council meetings made available to the public?
 
Members of the public are able to view Council and Cabinet meetings via
the Council's website.
 
How long after the meeting are recordings available?
 
Indefinitely.
 
Are recordings edited/redacted in any way If so what is your
editing/redaction policy?
 
No.
 
Are historic recordings of meetings archived and available to the public,
if so how?
 
Yes as above, via the website.
 
How long are recordings retained /kept on line?
 
As above.
 
Are recordings of meetings index referenced and or searchable, a) by
subject b) by speaker?
 
All meetings are referenced by the date of the meeting only.
 
When was recording/ broadcasting /podcasting last benchmarked and or

No - Council meetings are live streamed through Bambuser, an application
that allows the live streaming of the meetings through the Council’s wifi
connection.
 
What were the initial costs in facilitating recording, what costs were
involved?
 
The price of the camera to record the meeting.  No information is held
with regard to the cost of the purchase of the camera.
 
What are the ongoing costs to provide the service you provide?
 
$45 per month for Bambuser basic service
 
Do you monitor use if so, why, and how and to whom is this reported?
