Thank you for your freedom of information request which was received by
the council on 16 October, 2017 .

 

In this request you asked for information relating to the following:-

 

 

Are your council meetings are recorded. If so, how, filmed, audio

(n.b. Council meetings to be defined throughout this request as all
meetings of the Council, its committees, sub committees and partnerships
etc where the public have the right to attend. If there are different
responses for different category of meeting please provide the information
for each and all types)

Our response - Currently, council meetings are not recorded, except for
the Licensing (Activities) Sub- Committee where although a public meeting,
consideration of applications (or hearings) are audio recorded solely for
the purposes of providing a full transcript of proceedings requested by
the Magistrate Court if decisions are appealed (Licensing Act 2003).

no

Do you have a policy of holding evening / local meetings or any other
measures to increase public participation?

Our response - All our formal meetings of the council are public meetings,
unless business is likely to disclose exempt information in accordance
with the provisions of Schedule 12A Local Government Act (as amended).
Then the public (and media) may be excluded. Meetings tend to be held
centrally within the district at the Civic Centre, Scunthorpe, in
mornings, early and late afternoons and early evenings.  The public can
request to speak at Planning Committee, Overview and Scrutiny meetings and
ask questions at meetings of the full Council. Petitions also provide the
opportunity to participate in meetings.

(Please note: The council supports the principle of transparency and
encourages filming, audio recording and reporting by social media of its
meetings that are open to the public, and is permitted in line with the
Openness of Local Government Bodies Regulations 2014 and accompanying DCLG
Guidance. (This includes the meetings of full council, committees,
scrutiny panels, sub-committees and cabinet). 

How are the recordings of council meetings made available to the public?

Our response - With reference to Licensing (Activities) Sub-Committee,
(only for Court purposes, but the meetings are held in public so the
proceedings would be available for all parties)

How long after the meeting are recordings available?

Our response - with reference to Licensing (Activities) Sub-Committee -
days upon request

Are recordings edited/redacted in any way If so what is your
editing/redaction policy?

Our response - with reference to Licensing (Activities) Sub- Committee
above - no

Are historic recordings of meetings archived and available to the public,
if so how?

Our response  - with reference to Licensing (Activities) Sub-Committee
above - yes if required. (Only kept for a 12-18months on audio e-file
accessed by Democratic Services Officers only.)

How long are recordings retained /kept on line?

Our response - policy not reached a formal meeting for decision - only
options discussed by officers around 3 years ago

Our response - With reference to Licensing (Activities) Sub-Committee -
No, simple software audio file, linked to laptop and central microphone

What were the initial costs in facilitating recording, what costs were
involved?

Our response - With reference to Licensing (Activities) Sub-Committee -
Set up, software/hardware - approx. £1200

What are the ongoing costs to provide the service you provide?

Our response - With reference to Licensing (Activities) Sub-Committee -
Nil

Do you monitor use if so, why, and how and to whom is this reported?

Our response - With reference to Licensing (Activities) Sub-Committee -
All parties are informed prior to meetings, and usage monitored by
officers of Democratic Services.
