Whilst we can confirm that we hold complaint data in relation to Fields
Group and their subsidiaries we have estimated that the cost of complying
with your request will exceed £450. We have made this calculation in
accordance with Regulation 4 of the Freedom of Information and Data
Protection (Appropriate Limits and Fees Regulations) 2004. This
calculation was based on an hourly rate of £25.00 for the cost of
locating, retrieving and extracting information involved in the processing
of your request.
We have calculated that it will take in excess of 18 hours to retrieve all
the information requested from our systems for the entire date range
requested.
Under Section 12 of the Freedom of Information Act we are not obliged to
comply with a request for information if we estimate that the cost of
compliance would exceed £450. This letter is therefore a formal Refusal
Notice under section 17(5) of the Act.
It may be that we can supply some information if you can refine or reduce
your request to more manageable proportions and resubmit your request so
that it brings the cost within the appropriate limit.
Alternatively, if you wish to pay a full search and retrieval fee, we may
be prepared to consider your request under Section 13 of the Freedom of
Information Act which allows us to charge a fee where the estimated costs
exceed the £450.00 limit.
If you are dissatisfied with the handling of the request, under the
Freedom of Information Act 2000 you have the right to request a review of
the Council’s response to your request for information. If you wish to
request a review, please write to:

in the processing of your request.
In February of 2017, we moved to a new Database System and not all data
was transferred, which means that we would have to duplicate the search in
each of the systems. We have calculated that it would take more than 18
hours, as this is only allowing half an hour per company to look at
Service Requests, Inspections, Visits, Miscellaneous Activities,
Prosecutions etc. without allowing for calculating the Officer hours and
financial side of the request.
Information Requested:
· Consumer complaints
· Trading Standards Service Requests
· Trading Standards Enforcement Visits
· Trading Standards Officer hours / cost to trading standards in
managing complaints of Fields Group Operations
· Details to also include
· Total Amount of the value of the claims from complainants and
total amounts refunded

Dear Mr Jolley
This new reason for not being able to supply information that should be accessible is concerning.
I hope the allegations of close political links between Fields Group employees and Bridgend Borough Council is not influencing the decisions made.
The alledged close working relationship with Fields Group companies should not prevent a request being processed.
Can you give a cost estimate for the original and amended request and timescales.
Yours sincerely,
Andrew Butler

Many thanks for this information. It clearly shows the detection and actions taken by Trading Standards is not addressing the true scale of the problem.
I am contacted every week by a victim of Fields Associates data recovery specialists websites
With European, North American and worldwide revenues being 75% of Fields Turnover most victims will never realise they were scammed by a Fields Group companies operating from Bridgend Wales , Chaing Mai Thailand, St Louis Missouri USA or any of the regus drop off points in major cities across Europe.
Dr Daryl Hamilton Wallis and Dr Jamie Hamilton Wallis are known to bribe and payoff those who who have information about the movement of money and people internationally.
It is time Trading Standards woke up !
Yours sincerely,
Andrew Butler
