Staffordshire County Council, BT and Building Digital UK (BDUK) are working in partnership to deliver superfast broadband services across Staffordshire as part of the national programme managed by BDUK.

Public funding is used to address this market failure, by providing sufficient funding to bridge the commercial viability gap. To ensure the best use of the limited public funding available this is done on the "next best value for money" principle. This ensures that the maximum number of premises gain access to superfast services for the available funding.

The partnership is investing £34million in the Superfast Staffordshire project which will see 97% of the premises receive speeds in excess of 24 Megabits per second (Mbps) by the end of 2020/early 2021. We are hoping that the programme will then continue as the government are understood to be developing further interventions in line with the Prime Ministers aspirations.

The Superfast Staffordshire project is a major engineering project, upgrading over 700 structures across Staffordshire, and requiring over one million meters of fibre optic cable to be laid. The Superfast Staffordshire programme has increased access to superfast broadband services from *70% (2013) to *97% (April 2020), meaning that approximately 487,000 premises have access to speeds in excess of 24Mbps.

Of course, this does mean that the remaining premises (approx.20,000) will require further intervention, which in turn will be reliant on additional funding being made available from central government.

Two solutions have been deployed during the course of the programme. Firstly, Fibre To The Cabinet capable of delivering up to 80Mbps, and secondly, Fibre To The Premises (FTTP) capable of delivering gigabit capable services.

The programme is designed to provide access to superfast broadband services, so that services may be ordered if required, it does not provide connections as this is a commercial activity and as such the council's programme team are not provided with list of addresses who have ordered a service. This is highly regulated by Ofcom and considered commercially sensitive information, which is not divulged to the council by the Internet Service Providers (Information not held).

The information we hold is collated at postcode level and has been presented in the attached document.

In summary the Superfast Staffordshire programme has delivered access to full fibre broadband to 5,470 premises over 675 postcode areas. There are 8,104 properties in these postcode areas. Based on this there are 2,634 premises that will need a further intervention to gain access to the service.

Currently *9.70% premises have access to full fibre broadband, delivered through a combination of the Superfast Staffordshire programme and the commercial operators such as Openreach and Virgin Media. Over the coming years both commercial activity and a future government programme will see the rest of Staffordshire gain access to this valuable service.
