Fence on the boarder of Kirkby and Fazakerley
Dear Knowsley Metropolitan Borough Council,
Over the past month's/ years a fence has been erected between Kirkby and Fazakerley, on the border of knowsley and Liverpool,
Can you please tell me at what cost this was to the council please.
I recall Donald Trump talking about building a wall but not many Labour cllrs have mensioned this in the local election leaflets.
Can i ask who made this decision to pay for the fence, and who was it who actually asked for this to be erected,
Yours faithfully,
Shaun smith

Dear Mr Smith,
Freedom of Information request F2018.05.4702
We have looked into your request for information about fence on the boarder of Kirkby and Fazakerley, and our response is shown below.
I refer to your recent regarding fencing along Valley Road and Aintree Lane, Kirkby; which is a boundary to vacant land formerly occupied by Fazakerley Playing Fields.
For your information, the above land is owned by Liverpool City Council although it falls within the administrative boundary of Knowsley Council. Therefore, the land’s condition and its future use are the direct responsibility of Liverpool City Council although Knowsley Council is responsible for considering any planning application for development on the land; and for deciding whether it is appropriate to take action if any breaches of planning controls occur. Again for your information, both councils are currently working together in order to identify future uses for the land in order to bring it back into active use.
Knowsley Council granted planning permission (in 2009) to develop the land as a sports and nature park. Unfortunately, the work which the developer undertook did not accord with their planning permission and work thereafter ceased. As a consequence, and in order to remedy this situation, Knowsley Council took formal planning enforcement action; which included a requirement for the developer to repair and maintain the fencing and gates surrounding their site. The company failed to comply with the Notices served upon them. As a consequence Knowsley Council pursued legal action through the Courts and a prosecution against the company (for non-compliance) was successful.
Thereafter, the fencing around the site continued to decline, during which time fencing panels became increasingly loose, detached and dilapidated. Due to our significant concerns about the situation and the potential danger to road users and pedestrians on Aintree Lane (particularly during periods of high winds), Knowsley Council removed the panels. The two pairs of entrance gates had also been damaged and removed and the site was accessible.
Subsequent to the above we received and responded to complaints about fly-tipping on the land. In order to alleviate potential public health risks, to reduce the likelihood of continuing anti-social behaviour and to improve the area’s visual appearance, temporary boundary fencing was erected by Knowsley Council. Its erection was approved by Knowsley Council’s Cabinet Member with Portfolio for Regeneration, Economy and Skills.
Construction of replacement fencing was completed in June 2014, at a cost of £49,020. The design of the (metal) fencing is such that it can be re-used elsewhere once it is no longer required.
