Dear Disclosure and Barring Service,

In tonight's File on 4 ("Women Who Abuse") on Radio 4 it was disclosed that nearly a quarter of those referred to you in the last full year were women - almost 12,000 (19th minute):

The programme highlighted the case of a female groomer who was jailed in 2018. Information is available on the UK Database:

File on 4

'There is evidence more female abusers are being flagged when applying for jobs with children or vulnerable adults than are being reported to the police.'

Thirty-six police forces responded to FOI requests (5th minute). The responses revealed that between 2015-19:

- there were over10,400 reports of women abusing children

- Over 5,400 reports concerned children aged 11-17

- around 3,800 reports involved children under 11

(some forces didn't provide information on ages)

'What is a referral?

A referral is information about a person. It tells us of concerns that an individual may have harmed a child or vulnerable adult, or put a child or vulnerable adult at risk of harm.

The referral duty doesn’t apply to family or personal arrangements, parents or members of the public. If a parent or member of the public has a safeguarding concern, they should contact the police, social services or the person’s employer.

These agencies can then investigate the allegation and if appropriate make a referral to the DBS.

When a person has been referred, DBS consider if they need to be added to a barred list(s).

You can look at the referral flowchart to help you decide if you need to make a referral.'

Dear Disclosure and Barring Service,

Something I forgot:

Please also provide the number of (i) men and (ii) women added to the barred list(s) for the same period covered by the programme's request.
