Dear House of Lords,

I would like some information on the Female Genital Mutilation Act 2003, detailed here: https://www.legislation.gov.uk/ukpga/200...

1) My first questions relate to 1 (2) (a) & (b) of this legislation, which state no offence is committed if an approved person conducts a surgical operation necessary for physical, mental health, during labour or post birth (for reasons connected to labour/birth).

A) Please supply all data informing this part of this legislation (i.e. medical evidence, medical reports, consultations, details of experts/organisations that informed this legislation and who drafted/wrote this legislation).
B) What specifically about labour/birth/physical injuries would result in surgery being conducted that would result in mutilations that are similar to FGM? I'd imagine this was based on the data requested above, if so there is no requirement to supply this. If this is too time consuming, please just answer yes or no to whether this is detailed in the data that informed this legislation, requested above.
C) What mental health issues would leave a patient requiring surgery, where the outcomes would be similar to that of FGM and whereby the medical professional would not be subject to committing the offence of FGM? There would seem no medical justification for this so I'd like to understand the inclusion of this. In fact, conversely, such an act would surely only seek to mentally and physically harm a patient, which leads me to have some justified concerns about this particular legislation. Is this standard (i.e. where health is concerned in 2003 physical and mental health are always included together?) Please supply all data held about this, unless that would be answered in 1 (A) above.

2) My second question relates to 1 (4) & (5) of this legislation. What was the purpose of the inclusion of these parts of this legislation? Please supply all data you hold in this respect.

3) Does anyone in the Lords have any reason to believe that this legislation was written in a way to avoid criminal accountability for what is clearly a criminal offence? If so, why is no criminal action being taken about this? Please supply all data held in this respect.

4) Wikipedia (https://en.wikipedia.org/wiki/Ruth_Rendell) suggests that Ruth Rendell (famous author of thrillers and psychological murder mysteries) introduced this bill, is that correct?

5) Was Iris Murdoch (author of Under the Net and The Good Apprentice - https://en.wikipedia.org/wiki/Iris_Murdoch) ever considered in respect of being made a life peer?

6) Was Samuel Beckitt (author of Murphy - https://en.wikipedia.org/wiki/Murphy_(no... ) ever considered in respect of being made a life peer?

If this is too time consuming, please answer questions 1 and 3 only or advise how this could be adapted so useful information could be provided. If you hold the data but are refusing to supply it, please provide the legal grounds for the refusal. I look forward to receiving this data.

So the House of Lords is aware, I'd like to supply some information:

- There are in excess of 12 examples of legislation being passed, that directly relates to abuse I've experienced within a short time of the legislation being passed.
- That includes child sexual abuse aged 12 & 13, some of which occurred at a government property based on Whitehall. That again coincided with relevant legislation.
- Multiple members of the commons have been contacted to help resolve these issues, none have supplied a response that properly assists me in a meaningful way. That includes Theresa May, Amber Rudd, Andrew Dismore, Matthew Offord, Georgia Gould, Geoffrey Cox, Keir Starmer and Jeremy Hunt.
- I've spent 2+ years trying to get this resolved with parties that have responsibility to resolve this or previously failed to act. That includes The Metropolitan Police, the NHS (with the Royal Free being a particular problem), Victim Support, Social Services, the Parliamentary and Health Ombudsman and the Inquiry into Historical Child Sexual Abuse. All have failed to acknowledge any issues or have failed to hold anyone to account and basic failures have occurred, such as not taking criminal statements from key witnesses.
- I applied for core participant status at the iiCSA (Westminster Strand). Dame Alexis Jay provisionally declined my application. When I experienced genital mutilation, two people that were involved in the conspiracy to commit that were called Alex and Jay. Police, NHS and Social Service refuse to do anything about this clear crime.
