Feasibility study into running buses across the Cardiff Bay Barrage
Dear Cardiff Council,
Please could you disclose the terms of reference of the feasibility study into buses crossing the Barrage as a route between Cardiff and Penarth, and the latest report on the study. If the study is incomplete, please outline the problems holding it up and give the time frame for completion.

I am writing to request an internal review of Cardiff Council's handling of my FOI request 'Feasibility study into running buses across the Cardiff Bay Barrage'.
I appreciate that the feasibility work has been suspended, awaiting further funding. I did however ask for the terms-of-reference of the study - in the absence of formal ToR, the outline or scope of the study should have been supplied. The disclosure that the work is suspended and awaiting further funding implies the existence of an interim report on the first stage (now complete). There is presumably a case for further funding. This interim report should have been disclosed under my request. Please also disclose the case for further funding of the feasibility study if it is a separate document, to avoid the need for a further FoI request.
