Fatal flying accident Shoreham Air Show 22 Aug 2015 - why has the pilot not been "charged" ?

The request was refused by Sussex Police and Crime Commissioner.

Dear Sussex Police and Crime Commissioner,

I wish to make use of the FoI Act 2000 to ask a few questions about the fatal accident on the 22 August 2015 in which a vintage Hawker Hunter T7 crashed onto the A27 killing 11 innocents.

Preamble
As you know, the pilot of the aircraft, Mr A.Hill, by his pre-planned decision NOT to follow the laid down rules for any aerobatics at the Shoreham Airshow flew far lower than the rules allowed, and by further professional Airmanship incompetance failures caused his aircraft to crash onto the A27 road and killed 11 innocent men, seriously injuring many others, including himself.

My questions are:
1. Why has the pilot, Mr A. Hill, not been "charged" with Manslaughter ?
2. What stage are you at with any pending "charge/s" against Mr A. Hill ?
3. Are you considering charging any other person/s in relation to this fatal accident ?
4. Has Mr A. Hill's license to fly (ATPL/PPL) been revoked/cancelled ?
5. How long are your deliberations going to take ?
6. Do you deny that Mr. A Hill committed, "manslaughter by an unlawful and dangerous act (MUDA)" ?

I hesitate to ask you to honour the promise you gave me on the 15th Jan 2018 which was, ".... you will receive a response within the statutory timescale of 20 working days as defined by the Act, from the date of receipt. The 20 days working days has come and gone, so too has the promise you would inform me of the slippage and, "a revised time-scale".

May I have your best estimate of any of the above please?
