Dear Mr Sullivan

Our ref: FOI-0806-1718/GH

Thank you for your request received by Transport for London (TfL) on 3
July 2017 asking for information about fatal Accidents involving tfl buses
and cyclists.

Your request has been considered in accordance with the requirements of
the Freedom of Information (FOI) Act and TfL’s information access policy.
I can confirm we do hold the information you require.

Road safety data for London is collected by the police in accordance with
Department for Transport STATS20 national guidance, and reported in
STATS19 format. More information can be found at:

[1]https://www.gov.uk/government/publicatio...

We publish detailed STATS19 road safety data back to 2005 on the London
Collision Map which is available here:

[2]https://tfl.gov.uk/corporate/safety-and-...

You can filter the map to show different types of vehicles involved in
collisions and the year you are interested in. For your request, you can
filter to show those collisions which involved a fatality and where a
cyclist and a bus/coach were involved. Please note that the police record
vehicle types, but do not specify the vehicle owner, therefore we cannot
advise you on collisions involving a ‘tfL bus’ – these would be included
within the ‘bus/coach category.

STATS19 data does not identify the specific ‘cause’ of collisions. The
vehicle type shows that these vehicles were involved in a collision. It
does not indicate that they were at fault.

If this is not the information you are looking for, or if you are unable
to access it for some reason, please do not hesitate to contact me.

If you are not satisfied with this response please see the attached
information sheet for details of your right to appeal.

Yours sincerely

Michael Sullivan

Dear Transport for London,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Transport for London's handling of my FOI request 'Fatal Accidents involving tfl buses and cyclists over the last five years'.

My Initial request ' Fatal accidents involving tfl buses and cyclist over the last five years, sorted by year.'
The last 5 years would be years 2012 to 2016 year end. The request is specific for TFL buses. The request relates to fatal accidents wherever the buses maybe, and not just to the London area. The request relates to data you keep on TFL buses only. Not data bundled together with other Bus/Coach users. I can't understand your response therefore stating you hold the data that I asked for ! The bundled data provided also is only for years up to 2015, my request was for the last five years.
This response I believe is not correct and very misleading...

I can't believe TFL would not hold specific data on their buses for Fatal Accidents with buses and cyclists, and if they don't why not ?

Thank you,

Michael Sullivan

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/f...

Yours faithfully,

Michael Sullivan

FOI, Transport for London

FOI, Transport for London

Dear Mr Sullivan

IRV-057-1718

I am contacting you regarding your request for information about Fatal
Accidents involving TfL buses and cyclists (FOI-0806-1718).   This review
has been carried out by an independent panel following your email of 1
August 2017 regarding the response you received to FOI-0806-1718. Please
accept my apologies for the slight delay in responding.

The panel agree that in this instance the response provided to FOI
-0806-1718 on 27 July 2017 did not adequately address your request for
fatal accidents.  Please accept our apologies for the mishandling of your
request.

The panel have obtained the information you seek from the relevant
business team and can advise the following:

Month Year Operator Borough Incident Event Fatal Total Route
Type Category Fatal
November 2013 Stagecoach Tower Collision Cyclist 1 205
Hamlets
November 2013 Arriva Croydon Collision Cyclist 1 410
June 2016 Stagecoach Westminster Collision Cyclist 1 15

The dataset above lists a total of three cyclist fatalities involving TfL
contracted bus services in the calendar years 2012 to 2016. These relate
to deaths from collisions, not events where medical conditions might be
attributed as the cause. Incidents are reported to TfL by bus operators
and consolidated in a London-wide database which is separate and
classified differently from STATS19 gathered data by the police. From
2015, TfL has been publishing this data on its website to encourage
greater transparency.

We believe that a response sent to your later FOI request (FOI-1040-1718)
on 28 August 2017 addresses your queries regarding Serious and Slight
injuries caused by bus and cyclist collisions.

If you are dissatisfied with the internal review actions to date
(IRV-057-1718) you can refer the matter to the independent authority
responsible for enforcing the Freedom of Information Act, at the following
address:

Information Commissioner’s Office

Wycliffe House

Water Lane

Wilmslow

Cheshire SK9 5AF

A complaint form is also available on the ICO’s website
([1]www.ico.org.uk).
